File Note: • It is intimated that the project proponent has applied for fresh Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to the Board through OCMMS for setting up Affordable Colony Plots @ 74 Numbers with proposed land area 14641.91 and detail of the same is as under: 1. The project proponent has uploaded the CLU issued from Local Govt. memo No. PB/CLU/JUC/JALAN/1702 dated 22.06.2023 and as per certificate, the permission has been granted for setting up a colony use an area 14641.91 sq mtr which is located in the Village Chohak, Hadbast No. 218, Tehsil and Distt. Jalandhar. 2. The project proponent has submitted undertaking from M/s Rajindra Associates, Near Bus Stand, Jalandhar in which mentioned that: - "IT IS CERTIFIED THAT SALEABLE AREA OF PROPOSED RESIDENTIAL COLONY (AREA 3.452 ACERS) AT CITY POINT, VILL CHOHAK HOSHIARPUR ROAD, JALANDHAR IS 150396.34 sq ft (RESIDENTIAL) AS PER BUILDING BY LAWS PERMISSIBLE GROUND COVERAGE IS 58.85% OF SALEABLE AREA. PROPOSED F.A.R IS FOR DOUBLE STOREY BUILDING. SO, TOTAL BUILT UP AREA OF THE COLONY IS 88508.24 SFT OR 8222.61 SQM. PROMOTOR IS BOUND TO DESIGN BUILDING WITH IN THE LIMIT OF F.A.R." 3. The project proponent has uploaded jamabandi of the land, detailed project report with the application. 4. The project proponent has also submitted approved their layout plan of the proposed project issued by Municipal Corporation, Jalandhar vide drawing dated 28.10.2023. 5. The project proponent has submitted NOC regarding disposal of sewage water into Municipal sewer memo No. CE/29 dated 26.04.2024. 6. The project proponent has proposed to install STP of capacity 60 KLD consisting Oil & Grease Trap  Bar Screen  Equalization Tank  MBBR Reactor- I&II  Tube Settler Treated Water Storage Tank filters  discharge. Treated effluent will be discharged into M.C sewer and partially onto land for plantation/gardening purpose . • The proposed site was visited by AEE of this office on 17.05.2024 and it was observed that: 1. The project proponent has not demarcated the boundary wall of the proposed project. The construction work of the proposed site is not started yet. 2. The status of the sitting guidelines of the various industries w.r.t the proposed site is as under: Sr. No Siting Guidelines prescribed for Min. Distance prescribed from Residential Zone/ Colonies/Area Actual Distance Verified by visiting Officer 1 Stone Crusher and screening-cum washing plants , Rice Shellers&Saila Plants, Poultry Farms, Common Bio-Medical Waste Treatment Disposal Facility 500 meters No Stone Crusher and screening-cum washing plants, Rice Shellers&Saila Plants, Poultry Farms, and Common Bio-Medical Waste Treatment Disposal Facility falls within the 500 meter radius of the proposed site. 2 Brick Kilns 800 meters No Brick kiln falls within the 800 meter radius of the proposed site. 3 Cement Plants & Grinding Units, Hot mix Plants 300 meters No Cement Plants & Grinding Units, Hot mix Plants falls within the 300 meter radius of the proposed site. 4 Pyrolysis Plants ---- No Pyrolysis plant falls within the radius of 500 meter of the proposed site. 5 Jaggery Units 200 meters No Jaggery unit falls within the radius of 200 meter of the proposed site. 6 Petrol Pump/Gas Stations (Retail Outlets and Fuel dispensing Outlets) 50 meters No Petrol Pump/Gas Stations (Retail Outlets and Fuel dispensing Outlets falls within the radius of 50 meter of the proposed site. 7 Dairy Farms &Gaushalas 100 meters No Dairy Farms &Gaushalas falls within the radius of 100 meter of the proposed site. 9 Gold Assaying and Hallmarking Centres ---- NA 10 End of life vehicles (ELVS) ---- NA 11. Air polluting industry ---- No air polluting industry falls within the 100 mtr radios of the proposed site. As such, the proposed site is suitable to set up the said unit at site. 3. The proposed project is a small scale orange category and the competency to decide such type of case lies with Senior Environmental Engineer, Jalandhar. Keeping in view of above, it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project for setting up residential al colony an area 3.452 acers for one year with suitable conditions and with special conditions that:- 1. The project proponent shall obtain necessary permission regarding extraction of ground water from Punjab Water Regulation and Development Authority, (PWRDA). 2. The project proponent shall obtain necessary permission from the concerned Departments, if required, if any, in future its own level. (Competency Senior Environmental Engineer)
