File Note: It is submitted that the HCF had obtained authorization vide no. BMW/Renewal/FGS/2023/21810622 dated 15/05/2023, which was valid upto 30/09/2023 under BMW Rules, 2016 for generation, segregation and storage of bio-medical waste for 10 no. of beds subject to the suitable conditions and additional conditions mentioned therein. Thereafter, the HCF has got auto renewed the authorization vide no. BMW/Renewal/FGS/2024/25697994 dated 28/05/2024, which is valid upto 28/05/2029. Now, the HCF has applied for obtaining fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for 10 no. beds along with the requisite documents and consent fee. The HCF has submitted an agreement for 10 no. beds executed with the Common Bio Medical Waste Treatment Facility namely M/s Rainbow Environments Pvt. Ltd. Village Balyali for lifting and treatment of Bio Medical waste generated from the HCF on 12/05/2021, which was valid upto 11/05/2024. The HCF has also HCF submitted the PERT chart regarding the installation of ETP-cum-STP. The HCF has deposited Rs. 3,000/- vide UTR No. 498045432 dated 18.05.2024 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 3,000/- vide UTR No. 356197064 dated 18.05.2024 under the Air (Prevention & Control of Pollution) Act, 1981. The HCF has submitted the registration certificate of Shop & Commercial Establishment under the Punjab Shop and Commercial Establishments Act, 1958, according to which, the commissioning of the unit was 17/06/2022. As such, according to Board's order no. EPA/2017/No. 2235-59 dated 07/07/2017, the fee deposited by the HCF is adequate upto 31/05/2025 under both the Acts. It is intimated that Board has issued Board’s order no. 379 dated 21/10/2023, has decided that the HCF upto 30 beds which are discharging there liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangements/ measures, subject to condition that the HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change (MoEF&CC) under Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. In the subject cited case, the HCF has not installed any ETP, however, the HCF submitted PERT chart regarding the installation of ETP-cum-STP. Further, the HCF was visited by the undersigned on 24.05.2024 and Dr. Saideep Dhand was contacted. During visit, it was observed as under: 1. The HCF is a 10 no. bedded hospital. 2. The bio-medical waste generating points of HCF were visited and found that segregation of bio medical waste proper as per Bio Medical Waste Management Rules, 2016. 3. The HCF has provided card board boxes with blue tape for the disposal of glass waste. 4. The HCF has provided needle destroyers in the emergency area. 5. The HCF has maintained the record for lifting the bio medical waste to the CBWTF. 6. The HCF has provided final waste collection room along with a bio hazard symbol. 7. Domestic effluent is being discharged into MC sewer after passing through septic tanks. 8. The HCF has treated its liquid waste generated with 10% sodium hypochlorite before discharging it into the sewer. 9. The unit has installed DG set of capacity 20 KVA, which is equipped with canopy and stack of adequate height. From above, it is clear that the HCF is complying with the provisions of the Water Act, 1974 and the Air Act, 1981. In view of the facts mentioned above, it is recommended that fresh Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for 10 no. beds may be granted to the HCF upto 31/12/2024 subject to the suitable conditions and following additional conditions: 1. This BMW authorization is valid for 10 Beds only. HCF will apply for fresh authorization if it increases its bed capacity. 2. The HCF shall install ETP-cum-STP within one month and shall submit effluent analysis report after installation of ETP-cum-STP. 3. The HCF will renew its agreement with the CBWTF for lifting of its BMW and submit the same in this office within 01 month. 4. The HCF shall comply with the Bio-Medical Waste (Management & Handling) Rules, 2016, in true letter & spirit. 5. The HCE shall send BMW on a regular basis to the common biomedical treatment facility and shall also maintain the record of the same all the times. 6. The HCF will submit Annual Report of BMW Management in Form- IV by 31th December every year.
