It is intimated the project proponent was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2019/11893096 dated 18.12.2019, valid till 18.12.2023 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2019/11893094 dated 18.12.2019, valid till 18.12.2023 for installation of DG set of capacity @ 380 KVA x 3 with certain conditions in the name of V-con Integrated Solutions Pvt. Ltd.
Now, the project proponent fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 2023 for installation of DG set of capacity @ 380 KVA x 3 along with requisite documents.
The project proponent has submitted CA certificate with the value of fixed assets of Rs. 9.59 crore which is increased from 3.75 crore. The project proponent has deposited Rs. 86129/- vide R no. 396829145 dated 12.12.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 1,04,629/- vide UTR no. 526490786 dated 12.12.2023 under Air (Prevention & Control of Pollution) Act, 1981. After deduction of late fee, NOC regularization fee, the consent fee under Water Act, 1974 is adequate till 30.06.2030 and consent fee under Air Act, 1981 is adequate till 31.12.2031.
The project proponent has submitted reason of increase in fixed assets is the cost in CA certificate has been increased to Rs. 959.72 Lakhs from Rs. 375.68 Lakhs due to inclusion of land and building cost. Earlier was not in the asset list of the company.
The project proponent has submitted transfer letter of industrial plot no. F-141, Phase- VIII-B, Industrial Focal Point, Mohali issued by PSIEC vide no. 6500 dated 13.06.2018 for manufacturing of IT industry.
The project proponent has submitted building approval letter from PSIEC vide letter no. 919 dated 16.12.2010.
The project proponent has submitted compliance report of the previous consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to it.
The site of the project was visited by AEE of this office on 23.05.2024 and during the visit, it was observed as under:
1. The project is an IT Company.
2. No trade effluent is being generated from the project.
3. Domestic effluent being generated is discharged into sewer.
4. The project has installed 3 no. DG sets of capacity @ 380 KVA each with canopy and adequate stack height.
5. As per allotment letter issued by PSIEC, the site is suitable for such type of project.
In view of the above, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for 31.12.2029 subject to condition and following conditions that:
1. This consent to operate under Air (Prevention & Control of Pollution) Act, 1981 is only valid for installation of three DG Sets of capacity 380 KVA each.
2. The industry shall not start any other new process within its unit which may change its category without the prior written permission of the Board.
3. The project shall not generate any trade effluent.
4. The project shall obtain permission from other concern departments, if need be.
5. The project shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016.
