The industry is a small scale orange category unit.
The industry was granted consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 No. CTE/Fresh/JAL1/2023/22511865 valid upto 26.06.2024 for processing of paddy @ 7.5 TPH.
Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board for processing of paddy @ 7.5 TPH and detail of the same is as under:
1. The industry has deposited consent fee of Rs. 25200/- under water Act, 1974 vide UTR No. 662056035 dated 25.05.2024 and Rs. 25200/- under Air Act, 1981 vide UTR No. 699488200 dated 25.05.2024 against the fixed assets of Rs. 198.26 lacs, which are adequate upto 26.06.2027.
2. The industry has submitted compliance report of previous granted CTE (NOC), registry of the land, partnership deed with the application.
3. The industry has also submitted approved building plan from competent person under Director of factories Act, Punjab.
4. The industry has also submitted principal approval with the application.
• The industry was visited by AEE of this office on 27.05.2024 and observed as under:
1. The industry was in operation during visit.
2. The industry has installed one shelling section with cyclone separator as APCD and adequate stack height.
3. The industry has installed one mechanical dryer with cyclone separator as APCD and adequate stack height.
4. There is no source of generation of trade effluent, only generation of domestic effluent and has made arrangement for the same onto land for plantation after septic tank at site.
5. The industry is complying with the NOC conditions granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
6. To decide the competency of such cases lies with Environmental Engineer of the Concerned Regional office-1, Jalandhar.
Recommendation:- Keeping In view of above, it is recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2026 with suitable conditions and special conditions that:-
1. The industry will continue to comply with the new code of practice prescribed by Punjab Govt. Department of Science, Technology and Environment vide order no. 932 dated 15.10.2013.
2. The industry shall submit analysis report of the air emission sample from the Board’s lab in the next coming season.
3. The industry shall upgrade or install adequate air pollution control device to achieve the amended emission standard, if any amendment made.
4. The industry shall not make any expansion inside the present premises without obtaining prior permission from the Board.
5. The industry shall planted more trees alongwith boundary wall.
6. The industry shall not install any bore well / tube well without permission from central ground water authority.
7. The industry shall abide the provisions of Master Plan in future. (Competency EE)
