The industry is a small scale red category dyeing unit and was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Varied/LDH3/2023/23904731 dated 06.12.2023 and Air Act, 1981 vide no. CTOA/Varied/LDH3/2023/23904907 dated 06.12.2023 for dyeing for all type of fabrics (polyester/pc) @ 19.8 T/day, dyeing and washing of garments @ 1000 Numbers/Day and washing for all type of fabrics @ 5750 Kgs/day with trade effluent @ 864 KLD and domestic effluent @ 3.0 KLD into CETP 50 MLD, which are valid upto 05.12.2024……………….
Now, the industry has applied for consent to establish (NOC for expansion) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for dyeing for all type of fabrics (polyester/pc) @ 19.8 T/day, dyeing and washing of garments @ 1000 Numbers/Day, washing for all type of fabrics @ 5750 Kgs/day and finishing for all type of fabrics @ 25 T/day with trade effluent @ 864 KLD and domestic effluent @ 3.0 KLD into CETP 50 MLD…………………………..
The industry has deposited NOC expansion fee, which is adequate for one year…………………………….
The industry has proposed to install one thermopac of capacity 15 lak K. cal. with twin cyclone separator followed by dual stake alkali scrubber as an APCD alongwith the existing machinery. The stack will be remained common with the boiler. The industry has proposed to use rice husk/ petcoke as fuel…………………..
The industry has submitted the feasibility report of the APCD proposed to be installed with thermopak…………………………
The industry shall carry out finishing of fabric after expansion, no wet process is proposed to be increased/changed in the expansion proposal…………………
The industry has submitted the certificate of DTP letter vide no. 1095/DTP(L) M2A dated 05.05.2023 for existing land, which is stating that the unit is falls in the industrial Zone as per approved Master Plan, Ludhiana………………………..
The industry was visited by the AEE of RO on 24.05.2024 and it was observed that:-
1. The industry was in operation and engaged in the process of dyeing & washing of fabric, dyeing / washing of garments.
2. The industry has installed 16 Soft flow machines (1 of 1200 Kg, 1 of 500 Kg, (3of 600 Kg), (2 of 450 Kg), (2 of 400 Kg), (4 of 300 Kg) & (3 of 250 Kg) & 02 sample soft flow machines and Garment washing/dyeing machines (150 kgs x1), (100kgsx 3) & one sample washing machine 30 kg x 1. The industry has installed total 37 chambers of fabric dyeing machines.
3. The trade effluent and domestic effluent generated from the prmise was being discharged into the CETP 50 MLD for treatment.
4. The industry has installed one boiler of 6TPH capacity with twin cyclone followed by two stage wet scrubber as APCD. The industry presently is using rice husk as fuel. Stack of adequate height has been provided with the boiler. During visit boiler was in operation and no black smoke/ emissions was observed from the stack.
5. Installation work of proposed thermopak of capacity 15 lak k. cal. was under process.
6. The industry has installed 4 DG sets of capacities 500 KVA, 500 KVA, 250 KVA & 82 KVA with canopies and adequate stack height.
7. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. As the site is situated in industrial land use zone of notified Master Plan of Ludhiana, hence the expansion can be allowed in the existing premises at this site.
In the cases of CETP 50 MLD, it was decided as under in the e-noting no. 19582356: ……. “It shall be ensured that no further CTE/CTO for any new/expansion of dyeing units shall be given without the permission from Head office.”
As proposed by Regional Office, if approved that NOC for expansion in the existing premises may be granted to the industry for the period of one year for the installation of one thermopak of capacity 15 laks K. cal. with suitable conditions and special condition that the industry shall not commission the proposed machinery without getting varied consent to operate from the Board.
