• The industry was granted 'consent to establish' (NOC) of the Board under the provisions of the Water Act, 1974 & Air Act, 1981 dt. 19.12.2023 (Valid upto 18.12.2024) for manufacturing of Bitumen Emulsion @ 19200 MT/year using Bitumen, HCL, CaCl2, Emulsifier & Water as raw material, with no generation of trade effluent…………
• Now application applied for obtaining fresh CTOs under the Water Act, 1974 & Air Act, 1981……………
• The industry was visited by the officer of the Board on 18.05.2024 and it was observed that the plant is yet to commission, the machinery installed as per the proposal submitted by it, no source of generation of trade effluent and the domestic effluent discharged onto land for plantation after treatment in septic tank. 2 no. bitumen storage tanks installed with thermic fluid heater (fuel oil fired) alongwith adequate stack. The industry has installed two no. mixing/ emulsion making vessels which are in closed system with further storage of the emulsion into tanks through closed loop. All the machinery is in closed loop and no process emission will be generated……………..
• In view of above, if approved, 'consent to operate' under the provisions of the Air Act, 1981 be granted to the industry upto 31.03.2029 for manufacturing of Bitumen Emulsion @ 19200 MT/year, subject to the following special conditions that:-……….
1. The industry will not discharge any trade effluent without prior written permission of the Board…………….
2. The industry will be bound to install adequate APCD on the Thermic fluid heater, if the industry fails to achieve the prescribed discharge standards…………….
