The industry was given personal hearing before the Chairman of the Board on 25.04.2024 and after hearing it was decided as under :-
1. The industry shall up-grade the APCD so as to ensure that it does not emit black smoke at any time in future.
2. The industry shall operate the APCD properly and efficiently as to achieve the prescribed standard of the Board.
3. The industry shall submit Bank Guarantee of Rs. 5.00 lac as already imposed during hearing held on 20.12.2023, as an assurance to comply with provisions of the Air (Prevention & Control of Pollution) Act, 1981, within 07 days.
4. The Environmental Engineer, Regional Office-2, Ludhiana shall verify submission made by the industry and submit further recommendations in the matter for decided consent to operate under Air (Prevention & Control of Pollution) Act, 1981.
5. The case of industry for return of Bank Guarantee of Rs. 20 lacs for ZLD be processed immediately alongwith case of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974.
In compliance to above, the industry was visited by officers of the Board on 29.05.2024 and it was observed that :-
1. The industry has submitted copy of purchase order from Cheema boilers Ltd for upgradation of rotary air lock wall assembly and other components of the trima cyclone and APH which is attached alongwith. The representative of the industry informed that the work regarding upgradation of APCD shall commence within this week.
2. The industry has submitted bank guarantee of Rs. 5.0 Lacs valid upto 31.03.2025 s already imposed during hearing held on 20.12.2023, as an assurance to comply with provisions of the Air (Prevention & Control of Pollution) Act, 1981.
3. The industry has already achieved ZLD system and has got it ratified from Institute of repute and has also been verified by Board officers during the last 2 visits.
In view of above, it is recommended that
a) CTO under Air Act, 1981 may be granted for short term of 6 months with special conditions that the industry shall complete the work regarding upgradation of APCD within 1 month. the industry shall ensure to maintain proper feeding practice so that no black smoke is emitted from the stack of the Bolier.
b) CTO under Water Act, 1974 may be granted upto the period of validity of consent fees.
c) Bank guarantee of Rs. 20.00 Lacs may be returned to the industry as it has already achieved ZLD system.
