It is intimated that the industry is a small scale red category unit and was granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH3/2023/21969958 dated 13.09.2023, which is valid upto 12.09.2024 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH3/2022/20350961 dated 21.11.2022, which is valid upto 30.06.2027 for the Dyeing of Acrylic Yarn/Cloth @ 6 Metric Tonne/Day with disposal of trade effluent @ 497.3 KLD and domestic effluent @ 2.7 KLD into 15 MLD CETP.
Thereafter, the industry was granted ‘Consent to Establish’ (NOC) for expansion in the existing premises under the Water Act, 1974 & Air Act, 1981 vide no. CTE/Exp/LDH3/2023/24123650 dated 29.12.2023 for the dyeing and finishing of polyester fabric @ 19.8 MT/day or dyeing and finishing of cotton/polyester-cotton fabric @ 7.920 MT/day with disposal of trade effluent @ 497.3 KLD and domestic effluent @ 2.7 KLD into 15 MLD CETP and for installation of 01 more soft flow dyeing machine of capacity 300 kg, which is valid upto 28.12.2024.
Now the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the dyeing and finishing of polyester fabric @ 19.8 MT/day or dyeing and finishing of cotton/polyester-cotton fabric @ 7.920 MT/day with disposal of trade effluent @ 497.3 KLD and domestic effluent @ 2.7 KLD into 15 MLD CETP. The industry had already deposited Rs. 16,200/- vide R. No. 67493769 dated 04.03.2020 and Rs. 1,51,200/- vide UTR no. SBIN221063948817 dated 04.03.2021 under Water (Prevention & Control Pollution) Act, 1974 & Rs. 21,600/- vide UTR no. SBIN221063949664 dated 04.03.2021 as NOC regularization fee, Rs. 1,51,200/- vide UTR no. SBIN221063950006 dated 04.03.2021 under Air Act, 1981 & Rs. 21,600/- vide Ref no. 223203964971 dated 16.11.2022 as NOC regularization fee and now Rs. 1,08,000/- vide R. No. 536175207 dated 25.05.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 1,22,400/- vide R. no. 614783381 dated 25.05.2024 under Rs. 1,08,000/- as Air (Prevention & Control of Pollution) Act, 1981 & Rs. 14,400/- as NOC fee, which are adequate upto 30.06.2030 under Water Act, 1974 & 30.06.2038 Air Act, 1981.
• The industry has already obtained shares @ 500 KLD from the SPV and had got DEMAT the shares.
• The calculation of proposed effluent from the existing machinery is enclosed herewith.
The industry was visited by the officer of this office on 30.05.2024 and it was observed that:-
1. The industry was in operation and engaged in the process of dyeing of fabric.
2. The industry has installed 12 soft flow dyeing machines of capacities (1X600 kg, 3x450 Kg, 5x300 Kg, 2x200 Kg & 01x50 Kg) and 02 sampling machines in its premises.
3. The entire trade effluent as well as domestic effluent was being discharged into dedicated sewer system leading to CETP 15 MLD after collecting into a collection tank.
4. The industry has installed a digital flow meter at the final outlet leading to CETP. The industry has also installed SCADA system and the SCADA system of the subject cited industry was found connected with CETP server during visit.
5. The record from the online SCADA system was checked and it was found that the average discharge of the industry during the month of February, 2024, March, 2024 and April, 2024 was found as 451 KLD, 426 KLD & 457 KLD respectively, which is within the quantum of shares obtained and consent granted.
6. The industry has made arrangement for the recovery of cooling water.
7. The industry has installed one boiler of capacity @ 10 TPH with Cyclone separator as an APCD and one thermic fluid heater of capacity 15 Lac Kcal/hr with cyclone separator as APCD. The industry was using rice husk as fuel in its boiler & thermopac and has also provided the common stack of adequate height with both. During visit APCD's were in operation and stack of the boiler was almost clear.
8. The industry has installed 02 DG sets of capacities 250 KVA & 125 KVA fitted with canopy and adequate stack height.
9. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that varied consent to operate under Water Act, 1974 for dyeing and finishing of polyester fabric @ 19.8 MT/day or dyeing and finishing of cotton/polyester-cotton fabric @ 7.920 MT/day with disposal of trade effluent @ 497.3 KLD and domestic effluent @ 2.7 KLD into 15 MLD CETP may be granted to the industry upto 30.06.2029 with usual conditions.
