File Note: It is submitted that in pursuance to the E-noting no. 25087555, the STP was earlier visited by the undersigned on 29.02.2024 and found that the project proponent has installed STP of capacity 1500 KLD the same was not operation and was in very bad condition and the wastewater was being bypassed into adjoining drain. The wastewater sample was collected and sent to HO lab Patiala for analysis and the results are as under: pH – 7.8, TSS – 184, TDS – 714, COD – 388, BOD – 185 and O&G – 10.8 The results were beyond the prescribed limit of the Board. Further, it is pertinent to mention here that in Complaint no. 2399/17/2020 filed by Sh. Dharam Singh, District Mohali in the Hon'ble Punjab State Human Rights Commission, a letter was received from CMFO, office of Deputy Commissioner, Mohali vide no. 274-75/SPS-1 dated 27/02/2024 and has directed to visit of the said site jointly with the official of GMADA, Mohali. In compliance to the said letter, the site was visited by AEE of this office alongwith SDO, GMADA, Mohali and it was observed as under: 1. The STP was not working properly. 2. Only aeration blowers were running. No growth on MBBR Media could be observed in aeration as well as clarifier. 3. The project proponent has developed plantation as per Karnal Technology to utilize the treated wastewater. However, the same was found fully clogged along with growth of algae. 4. The project proponent has provided DG set of unknown capacity with canopy without stack. A video was also received from Sh. Rajwinder Singh, local resident of TDI city, Sector 110-111 through Whatsapp dated 15/04/2024 showing discharging of untreated wastewater into Sewer through mobile tanker. From the above, it is evident that the project proponent is causing damage to environment and violating the provisions of the Water Act,1974 intentionally and deliberately. In view of the above, it is therefore, recommended that 1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused. 2. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued against the project proponent for violating the provisions of Water (Prevention & Control of Pollution) Act, 1974, please.
