It is intimated that earlier the consent to operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & control of Pollution) Act, 1981 were extended upto 30/09/2025 for the production of Washed Crushed Bajri @ 10500 CFT/day & Washed Sand @ 1500 CFT/day by using River Bed Material @ 12000 CFT/day vide online reference No. CTOW/Renewal/PKT/2021/16163030 & CTOA/Renewal/PKT/2021/16152666 dated 01/07/2021 & 02/07/2021, which are valid upto 30/09/2025 respectively and same has been revoked vide this office letter no. 474 dated 12/02/2024.
Earlier, the stone crusher was visited by the officers of the Board on 25/01/2024 and was found not complying with the code of practice prescribed by the Board for the stone crusher and the provisions of said acts.
Accordingly, show cause notice for revocation of the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was issued to industry along with opportunity of personal hearing on 31/01/2024, but no one from the industry attended the hearing and therefore the consent to operate granted to the unit under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 were revoked.
Now, the industry has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for the operation of stone crusher through OCMMS in a totally paperless manner by uploading necessary documents as PDF.
The industry has deposited Rs. 3600/- vide UTR No. 210075636 dated 24/05/2024 & Rs. 4100/- vide UTR No. 142806577 dated 24/05/2024 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 500/- as Form Downloading fee against total gross value of fixed assets worth Rs. 65,34,040/- as on 31/03/2024 and same are adequate upto 30/06/2025 under both Acts.
The industry was visited by undersigned on 24/05/2024 and it was observed that:-
1. The stone crusher was not in operation.
2. The stone crusher has now covered the dust emitting points like Jaws/rotopactor.
3. The stone crusher has now provided chutes to the end of the conveyor belts.
4. The stone crusher has now provided water sprinklers at the boundary of the industry.
5. The stone crusher has stabilized the approach road with river bed material within the premises and on the ramp.
6. The stone crusher has provided green belt along the boundary in a scattered manner (Agenda Note is also attached herewith).
In view of above, it is recommended that consent to operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2025 with suitable along with special conditions :-
1. The stone crusher shall comply with the orders of NGT in O.A. No 57/2020 or any relevant orders of Competent Authority in related matter.
2. The stone crusher shall maintain the plantation cover around the periphery so as to comply with the code of practice.
3. The stone crusher shall comply with the Environmental Guidelines issued by the CPCB for the stone crusher.
