It is submitted that the rice sheller was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/PTA/2023/23224561 dated 24/08/2023 having validity upto 30/09/2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2023/23224559 dated 24/08/2023 having validity upto 30/09/2024 for paddy processing capacity of 3.0 TPH (without drier) and discharge of domestic effluent @ 0.8 KLD subject to suitable conditions.
The industry had applied and obtained 'consent to establish' (NOC) vide Board’s letter no. CTE/Exp/PTA/2023/22010886 dated 11/05/2023, which was valid upto 08/05/2024 from pollution angle, for expansion of its unit for processing of Paddy @ 7.5 T/Hour to produce Rice @ 5.0 T/Hour along with installation dryer and sortex unit.
The industry has deposited Rs. 2900/- vide R. No. 630907858 dated 14.05.2024 on account of NOC extension fee against the total proposed project cost of Rs. 24.60 lacs as per the project report, which is adequate for 2 years as per the policy of the Board.
The industry has now applied for obtaining NOC extension under the application of NOC expansion. The industry vide its letter dated Nil has submitted as under:-
“As per the policy of Punjab pollution control Board it is not possible to get the extension of our NOC through that portal. Therefore, we are submitting an application in the portal through its NOC expansion window as there is no other option available for extension of NOC”.
The industry was visited by the undersigned on 30.05.2024 and contacted Sh. Rajwinder Singh, Owner of the unit at site. During visit, it was observed as under:
i) The unit was not in operation due to off season.
ii) The industry has not installed any new machinery, proposed in the NOC granted to it and the representative of the industry informed that it shall install new machinery for expansion before the next paddy milling season.
In view of the above mentioned facts, if approved, it is recommended that NOC extension may be granted to the industry for 2 years with suitable conditions.
