The industry is a small scale red category dyeing unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/LDH3/2023/21002689 dated 17.04.2023 and under the Air Act, 1981 vide no. CTOA/Fresh/LDH3/2023/21228898 dated 17.04.2023 for dyeing of PC @ 1.2 TPD or dyeing of cotton @ 1.6 TPD with discharge of Trade effluent @ 64.3 KLD and domestic effluent @ 0.7 KLD onto land for plantation in 5300 sq. yard area after treatment, which were expired on 16.04.2024……………..
The industry was granted ‘Consent to Establish’ (NOC) for its expansion in the existing premises under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/LDH3/2023/22690993 dated 11.08.2023 for Dyeing of PC/Cotton @ 3.1 T/day with discharge of trade effluent @ 150.0 KLD onto land for plantation in an area of 2.5 acres after treatment through ETP and domestic effluent @ 0.7 KLD onto land for plantation in an area of 2.5 acres after septic tank, which is valid upto 10.08.2024……………..
Now, the industry has applied for varied consent to operate under the Water Act, 1974 & Air Act, 1981 for dyeing of PC/ cotton @ 3.1 T/day with discharge of trade effluent @ 150.0 KLD onto land for plantation after treatment in ETP in an area of 2.5 acres and domestic effluent @ 0.7 KLD onto land for plantation after passing through septic tank……………..
The industry has deposited consent fee, valid upto 31.03.2030 as verified by the Regional Office……………..
The industry has submitted copy of CLU from STP, Ludhiana vide no. 705/STP(L)/BA-IND/1 dated 19.04.2022 mentioning that the site of the industry falls in Industry Land Use Zone as per Master Plan Ludhiana (2007-2031)……………..
The industry was visited by officer of the Board on 16.05.2024 and observed that:
1. The industry is engaged in the dyeing of fabric and was in operation during the visit.
2. The industry has installed 09 soft flow dyeing machines of capacity (200X7 Kg) and (100X2 Kg) for the dyeing purpose inside the premises. Total installed capacity is 1600Kg.
3. The industry has installed ETP based on physico chemical treatment followed by biological treatment for the treatment of effluent generated from the dyeing process and the same was in operation during the visit.
4. During the visit effluent sample was collected from the outlet of the ETP and the same was sent to the Board’s lab for analysis. As per the analysis report received from the lab, the results of various parameters are as under:- pH = 7.1, TSS = 16 mg/l, TDS =1820 mg/l, COD = 180 mg/l, BOD = 26 mg/l and O & G = 4.8, Sulphide = BDL, Phenolic Compound= BDL, Ammonical Nitrogen = 1.1 and Total Chromium = BDL. As per the analysis report all the parameters are found within the limits prescribed by the Board. 5. The industry has already provided plantation in an area of about 12,800 sq yard (2.5 acres), which is adequate to manage the proposed discharge of 150 KLD.
5. The industry has installed one boiler of capacity 5 TPH with cyclone separator as APCD. Industry was using rice husk as fuel in its boiler and stack of the boiler was almost clear during the visit as no black smoke was being emitted during visit.
6. The industry has installed one D.G set of capacity of 150 KVA, which is equipped with canopy and adequate stack height at site.
7. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and conditions of the previously granted consents.............................................
As proposed by Regional Office, may if approved, Varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for dyeing of PC/ cotton @ 3.1 T/day with discharge of trade effluent @ 150.0 KLD onto land for plantation after treatment in ETP in an area of 2.5 acres and domestic effluent @ 0.7 KLD onto land for plantation after passing through septic tank may be granted to the industry upto 30.06.2029 with the suitable conditions and with special conditions as under:.................................
1. The industry shall get its stack emission sample analysed from Board's lab, within one month.
2. The industry shall not emit black smoke at any point of time, under any circumstance.
3. The industry shall make proper and adequate arrangements for storage & disposal of Boiler Ash.
4. The industry shall comply with the provisions of Solid Waste Management Rules, 2016.
5. The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received.....................
