The industry is a small scale red category dyeing unit and was granted consent to operate under the Air Act, 1981 vide no. CTOA/Renewal/LDH3/2021/16212394 dated 02.08.2021 for the manufacturing of dyeing of knitted cloth/yarn @ 1350 Kgs/day alongwith for operation of boiler of capacity 2.5 TPH with multi cyclone separate as APCD, which is valid 30.06.2026……………………..
Recently, the industry was granted varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2023/22620302 on dated 15.09.2023 for the production of dyeing of pc/cotton fabrics @ 4800 Kgs/day and dyeing of polyester fabrics @ 3200 Kgs/day for the disposal of trade effluent @ 395.0 KLD and domestic effluent @ 5.0 KLD into 15 MLD CETP, which is valid upto 14.09.2024…………………………..
Earlier, the industry was visited by officer of this office on 20.12.2023 to verify the complaint received from the office of Sh. Madan Lal Bagga, MLA, Ludhiana (North) regarding problem of fly ash and black emissions in the area around Bahadurke Dyeing Complex. During visit it was observed that the industry was in operation and the same was engaged in the process of dyeing of knitted cloth/yarn. The industry has installed one boiler of capacity 2.5 TPH with cyclone and FBC as APCD. During visit fuel ash and dust particles of stored fuel were found here & there all around the boiler section as well as industrial premises and the fuel ash handling of the industry was very poor………………………….
The industry was found violating the provisions of Air Act, 1981……………………………
Accordingly, the industry was given personal hearing given before the Chief Environmental Engineer, Ludhiana w.r.t. u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 alongwith show cause notice for cancellation of consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 on 23.01.2024. After hearing Competent Authority of the Board was decided as under:
1. Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 be cancelled.
2. Another opportunity of hearing be afforded to the industry by issuing notice u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 be issued to the industry…………………………….
In compliance of the decision no. 1 consent to operate under Air (Prevention & Control of Pollution) Act, 1981 granted to the industry was revoked vide Boards letter no. 841 dated 06.02.2024…………………………….
Now, the industry has applied for fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for dyeing for all type of fabrics (polyester/pc/cotton) @ 8000 kgs/day with the operation of boiler of 2.5 TPH capacity and has provided twin cyclone as APCD…………………………….
The industry has deposited consent fee, which is adequate upto 30.06.2031 as verified by the Regional Office…………………...
The industry was visited by AEE of Regional Office on 27.05.2024 and observed that:
1. The industry was in operation and engaged in the process of dyeing of fabric.
2. The industry has installed total 09 soft flow dyeing machines of total capacity 3150 kg (450 Kg X 3) and (300Kg X 6) inside the premises.
3. The industry has installed boiler of 2.5 TPH capacity and has provided cyclone separator as APCD. Stack of adequate height alongwith proper sampling arrangements has been provided with the boiler.
4. The industry was using rice husk as fuel in its boiler. During the visit stack of the industry was almost clear as no black smoke was being emitted from the stack.
5. The industry has installed one no. DG set of capacity 82.5 KVA which is equipped with canopy.
6. The industry is complying with the provisions of Air (Prevention & Control of Pollution) Act, 1981.
As proposed by Regional Office, may if approved:
1. Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for dyeing for all type of fabrics (polyester/pc/cotton) @ 8000 kgs/day for the period of one year with suitable conditions and following special conditions:
a. The industry shall get its stack emission sample analysed from Board's lab, within one month.
b. The industry shall use only authorized fuel in its boiler.
c. The industry shall not emit black smoke at any point of time, under any circumstance.
d. The industry shall make proper and adequate arrangements for storage & disposal of Boiler Ash.
e. The industry shall comply with the provisions of Solid Waste Management Rules, 2016.
f. The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received
2. The action proposed against the unit regarding issuing notice u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 with an opportunity of personal hearing maybe dropped please.
