It is intimated that the unit is a small scale orange category industry and has applied for obtaining consent to establish (NOC) of the Board for manufacturing of Foundries goods @ 2500 kgs/day by using Iron scrap @ 2600 Kgs/day as raw material in the revenue estate of Luhidana Road, Malerkotla, without generating any trade effluent. The domestic effluent @ 0.6 KLD will be discharged into MC sewer after passing through septic tank.
The project proponent has deposited NOC fee of Rs. 3400/- (Rs. 2900/- NOC fee + Rs. 500/- application fee) vide UTR. No. 665729871 dated 13/05/2024 against the projected cost of Rs. 27.5 Lacs as per project report, which is adequate for one year.
The project proponent has submitted certificate issued from EO, MC, Malerkotla vide letter no. BLN 15 dated 23.01.2024 which is stating that the site of the industry falls in khasra no. 22//19/2/1-11, 20/2/1-11, 21/8-0, 22/8-0, 26//1/1/1-11, 2/3/3-16, 9/3/3-16, 26//2/1/2-2, 9/1/2-2, 26//2/2/2-2, 9/2/2-2 at Ludhiana Road, Malerkotla within MC limit and as per Master Plan, this area is falls in proposed industry clause.
The industry has submitted partnership deed as per which there are 02 no. partners running the firm, namely Sh. Mohd Hanif s/o Sh. Noor Din and Sh. Mohd Sharif s/o Sh. Noor Din.
The industry has also submitted site plan, manufacturing process, registry along with its application form.
To verify the facts, the site of the project has been also visited by the officer of this office on 28.05.2024 and observed as under:
1. The site of the industry is located at Ludhiana Road, Malerkotla. There is no religious place, educational institute, historical place, residential area within the radius of 500 mtr of this project. Also, there is no HT wire passes through the site of the industry. There are industrial establishment near this unit.
2. Building of unit is already constructed, however, the machinery proposed in the NOC is yet not installed at site.
3. The industry has proposed to manufacturing of Foundries goods by using Iron scrap as raw material in its premises.
4. There will no generation of any trade effluent. However, the industry has proposed to generate domestic effluent @ 0.6 KLD which will be discharged into MC sewer after passing through septic tank.
5. The project has proposed to install bag house filter as APCD with its furnace of capacity 0.3 TPH. The representative informed that it will install the bag house as APCD as per the design of PSCST, Chandigarh, however, due to typing mistake, it has been mentioned as water scrubber in the application form, same has been corrected in the online agenda note.
6. The industry has also proposed to install one shot blast with bag house as APCD with adequate stack height.
Hence, the site is suitable for the establishment of said project as per the siting guidelines for such projects. As the unit is located in designated industrial zone and its production is less than 30,000 MTA, hence, unit is neither covered under SAC clearance nor under Environmental Clearance.
In view of the above, it is recommended that NOC/Establish be granted to the industry for one year for manufacturing of Foundries goods @ 2500 kgs/day by using Iron scrap @ 2600 Kgs/day as raw material with usual conditions and with special condition that the industry shall install the hood, bag house as APCD with adequate stack with its induction furnace as per the design of PSCST, Chandigarh and shall submit the completion report of the same before the commissioning of the unit.
