It is submitted that the unit is a small scale broiler farm and has applied for obtaining NOC/consent to establish for the establishment of a new broiler farm of capacity 20,000 Number/day at Village Naromajra, Tehsil Ahmedgarh, District Malerkotla under the green category.
It is also informed that the CPCB has framed Environmental Guidelines for layered poultry farms 10/01/2022. As per the said guidelines, the poultry farms are classified as under:
1. Small (5,000-25,000 bird)
2. Medium (above 25,000-1,00,000 birds).
3. Large (above 1,00,000 birds)
The broiler farm has deposited Rs. 1400/- through online vide UTR no. 542787792 dated 13.05.2024 as NOC fee against the proposed value of fixed assets Rs. 23.7 lacs, which is adequate for one year.
The broiler farm has submitted revenue department report issued from office of Tehsildar, Ahmedgarh vide no. 396 dated 09.05.2024 as per which:-
1. There is no residence within the area of 500 mtr.
2. There is no river, lake, canal and drinking water tank, village storage tank within 100 mtr.
3. There is no National Highway within 100 mtr and no State Highway within 50 mtr area.
4. There is no rural road, internal road and village pagdandi within 10-15 mtr area.
5. There is no Masjid, Guruduara, Mandir and any other Religious place near this site.
The broiler farm has submitted a copy of fard, site plan, project report, partnership deed along with the application form.
To verify the facts, the site of the broiler farm has been visited by the officer of this office on 28/05/2024 and it was observed as under:-
1. The site of the unit is situate at Village Naromajra, Tehsil Ahmedgarh, District Malerkotla.
2. No construction work has been started at site. The poultry farm has proposed to install one poultry shed of capacity 20,000 birds.
3. There is no River, Lakes, canals and drinking water source like wells, summer storage tanks near 100 m to this poultry farm. Also no national highway in the area of 100 m and no state highway in the area of 50 m of poultry farm. There are only 3 houses at distance of around 220 mtr from the site. Also, there is one Govt. High Smart School Naromajra at a distance of around 300 mtr and one animal dispensary at a distance of around 200 mtr from the proposed site. However, in the siting guidelines issued by the CPCB in 2022, no sitting guidelines has been mentioned regarding distance of new poultry farm from any educational institute and veterinary hospital. In these cases, to avoid the complaints, the poultry farm is required to give special care on house keeping and cleaning so that no odour problem/flies problem can occurred in the area. The phirni/lal lakir of the village is at the distance of 500 mtr from the project. There is also no electric line passes over the site.
4. As such, the site can be considered suitable for the above said establishment of the unit.
5. The broiler farm will not generate any trade effluent. However, domestic effluent @ 0.7 KLD will be discharged onto land for plantation after passing through septic tank.
6. The representative informed that the bird droppings will be given to the farmers as manure.
7. The broiler farm has proposed to install D.G set of capacity 62.5 KVA with canopy.
8. The broiler farm assured that it will comply with the SoPs and guidelines of CPCB/PPCB.
No complaint is pending against the broiler farm.
Keeping in view of above, if approved, it is recommended that consent to establish (CTE) may be granted to the broiler farm for one year, for the establishment of broiler farm of capacity 20000 number/day, subject to the suitable conditions and with special condition that:-
1. The poultry farm will comply with the Environmental Guidelines issued by the CPCB on regular basis.
2. The poultry farm shall establish its poultry shed at the distance of 10 mtr from its boundary for cross ventilation.
3. The poultry farm shall assure that no problem of water/air pollution/flies/smell be occurred in the area.
