Subject: Proceedings of the personal hearing given to M/s Tirvani Rice Industry (Unit-I),Sadiq Road, Faridkot u/s 33-A of the Water Act, 1974 by the Chief Environmental Engineer (B) on 28.05.2024.

It was brought out that the industry is a parboiled/raw rice sheller/solvent plant. The industry was granted 'consents to operate' under the Water Act, 1974 dated 26.11.2021 (Valid upto 31.03.2024) for production of Saila Rice @ 4 TPH OR Raw Rice @ 5 TPH and Rice Brain Oil @ 1 TPH for discharge of treated trade effluent @ 96 KLD, onto land for plantation after treatment in ETP. Also, separate treatment plant consisting of oil & grease trap followed by media filter tank and collection tank has been provided for treatment of effluent generated from solvent extraction plant, which is thereafter re-circulated back into the cooling tower tank........
The industry has now applied for obtaining varied 'consent to operate' under the Water Act, 1974 for production of Steamed Rice @ 4 TPH OR Raw Rice @ 5 TPH and Rice Brain oil @ 1 TPH........
During visit, only steamed plant was in operation. ETP installed, which was in operationable condition, however no effluent at the inlet as well as the outlet...........
The industry has installed the parboiled unit, which is intact and in operationable condition at site and can be operated at any time by the project proponent.........
In view of above, notice to issue directions u/s 33-A of the Water Act, 1974 has been issued to the industry alongwith an opportunity of personal hearing before the Chief Environmental Engineer (B) on 28.05.2024.............
During hearing, the partner of the industry submitted written reply to the notice issued to it, which has been taken on record. He further submitted that:-
1. The parboiled plant has not been operated from last three years, however the ETP is in good condition. Only steamed rice plan is in operation...........
2. As the parboiled plant is not operated as such there is no discharge of any effluent.......
3. The industry has applied for obtaining CTOs under the Water Act, 1974 & Air Act, 1981 only for steamed rice and not for parboiled plant and it is requested to grant the CTO............
4. He confirmed that the industry will not operate the saila plant without prior permission of the Board.........
After hearing the Partner of the industry and officer of the Board, the Chief Environmental Engineer (B) decided that:-
1. Directions u/s 33-A of the Water Act, 1974 be issued to the industry not to operate the parboiled plant without prior consents to operate of the Board under the Water Act, 1974 & Air Act, 1981............
2. Environmental Engineer, Regional Office, Faridkot shall visit the industry, seal the pipelines carrying the raw water supply to the handies/parboiled unit to restrain the industry from production of parboiled rice and process the application applied by the industry for production of steamed rice, on merits............
