It is intimated that the HCF was granted authorization under the provisions of the Bio Medical Waste Management Rules, 2016 vide no. BMW/RENEWAL/HSP/2022/18037431 dated 07.04.2022 which is valid upto 31.12.2026.
Now, the HCF has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 46 bed capacity. The HCF has deposited Rs. 9000/- vide No. 444713344905 dated 21.03.2024, Rs. 24000/- vide UTR No. N09524969686858 dated 04.04.2024, Rs. 18000/- vide UTR No. N095242969686858 dated 04.04.2024 and Rs. 6000/- vide UTR No. N089242957985324 dated 29.03.2024. The fee deposited by the HCF is adequate upto 31.12.2028 under both Acts.
The HCF has submitted completion of ETP/STP of 40 KLD capacity, agreement with CBWTF, undertaking regarding bed capacity.
Earlier, the HCF was visited by AEE (OS) of this office on 02/03/2024 and contacted Dr. Pardeep Kaur Dhillon - Owner. The details of observations made during visit are as under:
1. The unit is a HCF and is in operational.
2. The HCF has a bed capacity of 46 nos. with a nursing staff of 40 – 45 persons.
3. The HCF has 4 Nursing Stations, 1 Operation Theatre, 1 Laboratory, 3 Wards, 5 Private Rooms.
4. The HCF has a valid agreement with Bio Medical Waste Management Company Vill. Pangoli Defence Road District Pathankhot dated 24.02.2023 which is valid upto 23.02.2026.
5. The HCF has installed ETP/STP of capacity 40 KLD for the treatment of domestic effluent waste.
6. The components of ETP/STP are Bar Screen Chamber – Collection Tank – Raw Lift Pump – Primary Tube Settler – MMB Tank/Aeration Tank – Air Boiler – Secondary Tube Settler – Sludge Pump – Sludge Drying Beds – Filter.
7. The HCF ETP/STP treated domestic effluent waste is further used in plantation, landscape and horticulture areas in backside as well as front.
8. The HCF has installed the water meters at inlet/outlet of ETP/STP and nergy meter installed and the record of same is maintained.
9. The HCF installed the DG set of capacity 83 KVA with canopy.
10. The HCF has installed 1 nos. of submersible pump for the extraction of fresh water.
11. The HCF has properly maintained BMW record & is picked on daily basis.
12. The HCF has placed BMW color coded dustbins in different sensitive areas.
In view of above, if approved, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the HCF for the period upto 31.12.2028 with suitable terms and conditions and with special condition that
1) The HCF shall submit effluent analysis report within 02 months from the Board's Lab.
2) The HCF shall not increase the bed capacity without prior permission of the Board.
3) The HCF shall provide adequate plantation for the utilization of treated effluent.
4) The HCF shall maintain the record of ETP/STP on daily basis.
5) The HCF shall comply with the guidelines issued by the CPCB/PPCB.
