The industry is a small scale red category dyeing unit and was granted consent to operate under Water Act, 1974 dated 28.09.2022 and Air Act, 1981 dated 28.09.2022 for the production of Printed Polyester Knitted Cloth @ 4 Tonne/day and dyed Polyester Cloth @ 1.8 Tonne/day with the disposal of Trade Effluent @ 45 KLD (out of which 15 KLD to be reused back into process mainly in printing section and balance 30 KLD will be discharged onto land for plantation) and domestic effluent @ 0.7 KLD onto land for plantation after passing through septic tank, which are adequate upto 30.06.2026……………………………
Now, the industry has applied for NOC for expansion in the existing premises under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air(Prevention & Control of Pollution) Act, 1981 for production of Printed Polyester Knitted Cloth @ 4 T/day and dyed Polyester Cloth @ 1.8 (Existing) + 4.5 (Proposed) = 6.3 T/day for the generation of trade effluent @ 126 KLD and disposal of trade effluent @111 KLD onto land for plantation after ETP and trade effluent @ 15 KLD for reused in printing section and domestic effluent @ 0.7 KLD onto land for plantation after treatment through septic tank………………………..
The industry has deposited NOC fee, which is adequate for the period of one year…………………...
The industry has submitted copy of CLU from STP, Ludhiana vide no. 3841/STP(L)/TW12A dated 24.12.2013 mentioning that the site of the industry falls in Industrial Zone as per Master Plan Ludhiana………………………..
The industry has proposed to install 03 more soft flow machines of capacity (300 KG X 1), (200 KG X 2) and inside the premises alongwith existing machinery i.e. 03 no soft flow machine…………………….
The industry has submitted feasibility report of ETP of capacity 140 KLD, the industry has proposed to add biological tank as well as primary tube settler alongwith the existing ETP to treat proposed discharge after expansion……………………………….
The industry has also proposed to add new plantation area and has submitted the registries and rent deed of entire land including planation area…………………………
The industry was visited by AEE of RO on 24.05.2024 and observed as under:
1. The industry was in operation and the same was engaged in the process of printing and dyeing of fabric.
2. The industry has one rotary screen printing machine in the printing section and 03 soft flow machines of capacity 200 kg each for the dyeing of fabric in dyeing section.
3. The industry has installed ETP based on physic chemical treatment for the treatment of effluent generated from the process. During visit all components of ETP were in operation.
4. The treated effluent is being discharged onto land for plantation and a part of the treated effluent is being reused for the washing of printing screens.
5. As per the map submitted by the industry the total plantation area existing 4500 sq yard and proposed 3700 sq yard and now total proposed plantation area to the industry 8200 sq yard which will be adequate to manage the quantum of proposed discharge i.e 111 KLD considering discharge handling capacity of 70 KLD/ acre.
6. The industry has installed one thermo-pack of capacity @ 1500000 kcal/hour and one boiler of capacity 1.5 T/day with separate multi cyclone separators as APCD. The industry has provided common stack of adequate height with the boiler and thermopac. During visit stack was almost clear as no black smoke/ emissions observed from the stack.
7. The industry has also installed one DG set of capacity 160 KVA equipped with canopy and adequate stack height.
As proposed by RO, may, if approved that NOC for expansion be granted to the industry for one year for production of Printed Polyester Knitted Cloth @ 4 T/day and dyed Polyester Cloth @ 1.8 (Existing) + 4.5 (Proposed) = 6.3 T/day for the generation of trade effluent @ 126 KLD and disposal of trade effluent @111 KLD onto land for plantation after ETP and trade effluent @ 15 KLD for reused in printing section and domestic effluent @ 0.7 KLD onto land for plantation after treatment through septic tank for the period of one year with suitable conditions and special condition that:
1. The industry shall not commission its process without operating consent to operate of the Board.
2. This CTE is being issued to the industry based upon the undertaking / documents submitted with the application regarding location of proposed land of the unit in industrial zone of Master Plan. Punjab Pollution Control Board shall not be responsible for any financial liability and/or any other risk/liability of the project proponent, due to grant of this Consent to Establish.
3. The industry shall strictly comply with the zoning guidelines/ rules/ regulations of the Housing & Urban Development Department/ PUDA/GLADA.
4. The industry shall not start operations at the site, without obtaining prior Consent to Operate under the Water Act, 1974 & Air Act, 1981 from the Board.
5. The industry shall carry out construction of industrial unit on only of land area, bearing Khasra nos. as mentioned in its application submitted with the online application.
6. During no demand period, the industry shall not carry out any production activity in its premises which leads to trade effluent generation.
7. In case of any objection to the location of the project by Department of Town & Country Planning or if any of the undertakings or documents are found wrong, Consent to Establish (NOC) granted to the project would be deemed cancelled and the Board will not be responsible for the cost incurred by the project proponent on the basis of CTE granted to the project.
8. The industry shall develop 1.5 acres of land area as per Karnal Technology for disposal of treated effluent onto land for plantation.
9. The entire responsibility of treatment & disposal arrangements of the effluent to be generated from the unit shall be of the industry and Board shall not be responsible for the same.
10. The industry shall not emit black smoke at any point of time, under any circumstance.
11. The industry shall make proper and adequate arrangements for storage & disposal of Boiler Ash.
12. The industry shall comply with the provisions of Solid Waste Management Rules, 2016.
13. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or into the ground, at any time, under any circumstances
14. The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received
15. The industry shall obtain permission from CGWA for abstraction of ground water (if required) and shall comply with the guidelines issued by it from time to time.
