Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 03.06.2024 w.r.t. show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 to M/s Unistec Ferrum Pvt Ltd, Village - Sahnewal Kalan, G.T. Road, Ludhiana.

The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry has applied Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 in Small Scale, Orange category.
The site of industry was visited by officer of the Board on 25.04.2024 and it was reported as under: -
1. The industry was in operation and is engaged in the process of manufacturing of Ingot & Steel Casting.
2. It has installed 1 Induction furnace of capacity 8.0 Ton/Heat. 3. The manufacturing process of the industry is Raw material - Purchase of Scrap - Melting Of Metal - Moulds - Steel Ingots - Sorting - Dispatch.
As per completion certificate issued by the Punjab State Council for Science & Technology vide letter no PSCST/TFD/705 dated 06.03.2024 the installed induction furnace is of 8 TPH capacity and it seems that production capacity might be more than 30,000 TPA which cover under EIA notification for Environmental Clearance.
The industry was issued show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 03.06.2024.
Sh. Ankur Aggarwal, Director of the industry attended the hearing and submitted that the industry is engaged in the process of manufacturing of Ingot & Steel Casting of alloy steel and installed 1 Induction furnace of capacity 8.0 Ton/Heat after NOC of the Board. The industry has already submitted completion certificate of induction furnace of 8 TPH capacity vide PSCST letter no PSCST/TFD/705 dated 06.03.2024.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:-
1. The industry shall submit the technical data regarding per heat production and details of daily production since its commissioning, within 02 days.
2. The Environmental Engineer, Regional Office shall verify submission made by industry and submit recommendations, accordingly.
Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
