Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 03.06.2024 w.r.t. show cause notice for refusal of 'Consent to Establish' (NOC) under the Water Act, 1974 and Air Act, 1981 to M/s Trishveda Naturals Private Limited, Chandigarh Road, Bhairro Munna, Ludhiana.

The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry has applied for 'Consent to Establish' (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The industry was visited by officer of the Board on 30.04.2024 and it was reported as under:-
1. The industry has earmarked the boundary of the proposed industry and has constructed the building of proposed unit.
2. The industry has not given the detail of machinery proposed to be installed. Further as per project report, the boiler house has been mentioned at page nos 7 of project report, but in application form no details regarding the same has been mentioned.
3. Further in the absence of number of machines/ mixers the quantity of proposed effluent filled by the applicant in application form cannot be verified.
4. The total land available with the project proponent is 0.7 acres and no details regarding green area/ plantation area spared has been given in the application form nor in the project report.
5. The industry has proposed to manufacture 35 number different herbal products of different capacity, but in the absence of exact number of machines/capacity /batches, the quantity filled by the applicant cannot be verified.
6. During the visit, the structure of septic tanks have been constructed, but no overflow pipe/ outlet for disposal has been left by the project proponent, nor any details/ dimensional drawings have been provided to adjudged its adequacy.
7. The clarification is needed w.r.t effluent generation its disposal area and non-consonance of details of Air Pollution source in application form and in the project report.
8. Further no details/cost of land has been mentioned in the project report, nor any rent deed uploaded.
The industry was issued show cause notice for refusal of 'Consent to Establish' (NOC) under the Water Act, 1974 and Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 03.06.2024.
Sh. Harpal Preet Singh Chopra, Manager of the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the industry will be engaged in the manufacturing of herbal extracts. The details of installed machinery is now attached and value of machinery is to be Rs. 32,66,974/-. The water consumption of 2500 Ltr. per batch will be consumed and will discharge the same in green belt or plantation area is 1600 sq. ft. after treatment. In a day one batch will be done. The domestic effluent will discharged onto land for planation through the septic tank and there will be no overflow from ETP & STP. The industry will install 02 D.G set of capacities 320 KW & 160 KW with canopy and stack of height 2.5 meters for D.G set of capacity 160 KW and 4 meter for D.G set of capacity 320 KW. They have submitted copy of lease deed and registry of the land.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:-
1. The industry shall install the adequate ETP for treatment of effluent arising from washing process and discharge onto land for plantation of adequate area.
2. The industry shall discharge domestic effluent onto land for plantation of adequate area through septic tank.
3. The industry shall provide stack of adequate height with D.G sets.
4. The Environmental Engineer, Regional Office shall verify submission made by industry and submit recommendations, accordingly.
Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
