The Following were present: On behalf of Punjab Pollution Control Board Er. Pardeep Balu, Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana On behalf of the industry Sh. Gursehaj Pal Singh, Partner The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry is small scale red category unit. The industry was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH2/2022/19084754 dated 01/08/2022 valid upto 30/06/2027 & Air Act, 1981 vide no. CTO/Renewal/LDH2/2023/24163412 dated 2023-11-09 valid upto 2028-11-09 (auto renew). The industry has now applied for NOC for expansion under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for additional product RUBBER CRUM @ 35 Ton/day. The 'Consent to Establish' (NOC for exp) application of the industry has been perused and it has been observed as under:- 1. The industry has not submitted the analysis report of air emissions of boiler of capacity 02 TPH in which wood is used as fuel. 2. The industry has failed to submit the proposal of APCD to be provided with grinding section to control process emissions. 3. The industry has not submitted the revised approved building plan after expansion of building. 4. The industry has not submitted the detail of re-circulation system of cooling water. 5. The industry has not submitted Compliance Report of conditions of previous granted consents. 6. The industry has failed to submit the details of NOC fee deposited by industry for expansion. The industry was issued show cause notice for refusal of 'Consent to Establish' (NOC) under the Water Act, 1974 and Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 03.06.2024. Sh. Gursehaj Pal Singh, Partner of the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the industry has applied for NOC to expand the existing unit. The industry will add the machinery to increase production. The industry will deposit air emission sampling fee. The proposed grinding machine has inbuilt APCD (cyclone). They will submit revised building plan at time of apply of consents. They will provide cooling tower for re-circulation of cooling water. They have submitted compliance report of conditions of previous granted consents and receipt of NOC fee deposited by industry. After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:- 1. The industry shall provide adequate arrangements to recirculate the entire cooling water. 2. The industry shall not discharge any trade effluent and discharge only domestic effluent into sewer. 3. The industry shall provide adequate APCD to control the air emissions of grinding section. 4. The industry shall submit the revised building plan after completion of additional building. 5. The industry shall deposit the sample analysis fee to Regional Office for air emission sampling. 6. The Environmental Engineer, Regional Office shall verify submissions made by the industry and process consent applications on merits.
