File Note: It is intimated that the industry is Large scale orange category unit was granted consent to operate under the provision of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Varied/FGS/2023/23220881 dated 06/09/2023 valid upto 31/12/2023 and CTOA/Varied/FGS/2023/23220740 dated 06/09/2023 valid upto 30/09/2028 for manufacturing of Flat Bars, TMT Bars, Wire Road, Rounds and HR Coil @ 125 MTD and Steel Ingots / Concast Billets (Continuous Casting Machine) @ 130 MTD. The industry was granted Environment Clearance under the EIA notification dated 14/09/2006 vide no. DECC/SEIAA/2020/1931 dated 08/09/2020 for the manufacturing of Ingots/Billets @ 1,10,000 and Flat bar, TMT bar, wire rod and round by directed rolling through CCM. Now the industry has applied for renewal consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 with requisite documents. The industry has deposited of Rs. 72000/- vide UTR no. N222232589895818 dated 10/08/2023 as water consent fee and Rs. 72000/- vide UTR no. N222232589892080 dated 10/08/2023 as air consent fee against the fixed assets of Rs. 2442.95 Lakhs as on 30/03/2024 CA certificate dated 22/05/2024. The consent fee is adequate up to 30/09/2028 as per Board's Office Order dated 29/10/2018. To verify the contents, the industry was visited by the AEE of this office on 03/06/2024 During the visit, it was observed as under: 1. The industry was in operation during the visit. 2. The industry has installed induction furnace of capacity 10 TPH with CCM and installed bag filter house as APCD which was in operation. 3. The industry has installed energy meter on its APCD and its reading was 13508. 4. The industry has installed OCEMS attach with stack which was connected with web server of PPCB and CPCB. 5. The industry has installed 04 no. of ambient air quality monitoring system in compliance of EC condition. 6. The industry has adopted pond of village Rurki has devolved green belt area in compliance of EC condition. 7. The industry has installed water meter on its submersible pump in compliance of special condition and its reading was 55480 KL. 8. The industry has installed 2 nos. DG sets of capacities 160 KVA & 200 KVA, which is equipped with canopies and stack of adequate heights. 9. No water is used in the process, so no trade effluent is generated. Domestic effluent is discharged onto land for plantation after passing through septic tank. 10. The industry has submitted the six-month compliance report of EC. Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under: "The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries." PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month. In the subject cited case, the industry has mentioned ground water extraction @ 25 KLD. Considering 30 working days per month, ground water extraction will be 750 KL/month, which is more than 300 KL/month. The industry has obtained permission from PWRDA vide no. GW/PWRDA/02/2024/L1/57 dated 29-Feb-2024. In view of above, if approved it is recommended that the renewal consent to operate under the provision of the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/09/2028 with usual conditions and special conditions as under: 1. The industry shall comply with the conditions issued by the Punjab Water Regulation and Development Authority (PWRDA). 2. The industry will not generate and discharge any trade effluent without obtaining prior written permission of the Board. 3. The industry shall not undertake expansion without obtaining approval from the Board. 4. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 5. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 6. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 7. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry.
