Sir, the project proponent has applied for ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Parboiled Basmati Rice @ 5 TPD by using of Paddy @ 4 TPH and Basmati @ 4 TPH under orange category. The applicant has filled online application form, uploaded, Project report, Nayab Tehsil dar report and Patwari report DTP certificate bearing no. 561 dated 04.03.2023, Feasibility report of APCD and ETP, Site plan location plan, authorization letter.
The site was earlier visited by RO on 03.05.2024 and it was reported that:- 1. The proposed site of the Rice Sheller falls in village Mithewal, Machhiwara, Tehsil Samrala. 2. The project proponent has earmarked the boundary of the proposed industry and construction of boundary wall was undergoing during the visit. 3. No machinery has been procured by the project proponent, nor any machinery was lying at site. 4. The generation of trade effluent will be discharge onto land for plantation after treatment through ETP. The ETP proposed has following components:- Screening- Equalization & Neutralization Anaerobic Biological Treatment Aerobic Biological Treatment based on Activated sludge process Fiteration through MGF 5. The proposed ETP seems principally adequate. The project proponent has proposed to develop 1.5 Acre land as per Karnal Technolohy 6. The domestic effluent will be discharge onto land for plantation after septic tank. 7. The project proponent has proposed to install 01 Shelling unit with cyclone separator as APCD along with adequate stack and proper sampling arrangements. 8. The project proponent has proposed to install 1 no. Drier section with cyclone separator as APCD with adequate stack. 9. One boiler of 8 capacity has been proposed. Rice husk will be used as fuel. Cyclone separator will be installed as APCD along with stack of adequate height. 10. The project proponent has proposed to install 1 D.G set of capacity @ 250 KVA with canopy provided and adequate stack height. 11. The project proponent has proposed to install 1 no. steam-cum- parboiling section. 12. As per DTP Ludhiana letter no. 561 dated 04.03.2023, the site of the proposed industry falls in industrial zone as per approved master plan of Ludhiana. 13. As per revenue report dated 06.07.2023, the site of the proposed Rice Sheller meets with the siting guidelines 14. The site is suitable for such types of establishments.
In view of above, it is recommended that ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, 1981 may be granted up to 31.03.2025 for setting up a Rice Sheller with suitable terms and conditions as per policy of the Board, please.
