RO has reported that directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 were issued to the hotel as well as to Punjab State Power Corporation Ltd. vide Zonal Office letter no. 2921-22 dated 19.10.2023 for temporary restoration of the electric connection of the industry upto 18.04.2024. Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2023/23896490 dated 19/10/2023 up to 18/04/2024 And Under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2023/23671234 dated 19/10/2023 up to 18/04/2024 for Hotel Comprising of 75 rooms, 1 no. Banquets Hall & 1 no. Restaurant and Bar @ 75 Number/Year subject to the suitable conditions. Now the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 details of the case are as under: - 1. The industry has submitted CA certificate dated 16.05.2024, with value of gross fixed assets as Rs.9.66 Crores. The industry has already deposited Rs. 2,52,000/- via UTR/Ref.No. BDBLR62023100616314718 dated 06/10/2023, online under Water Act, 1974, Rs. 72,500/- via UTR/Ref.No. N279230458529011 dated 06/10/2023, under Air Act, 1981, which it is adequate upto 30.09.2029 under both acts. 2. The industry has submitted compliance of the conditions of the consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The hotel was visited on 22.01.2024 and 02.04.2024 and observed as under:- 1. The hotel comprises of 75 nos. rooms, 04 nos. kitty halls and 01 no. banquet hall. The hotel has 01 no. laundry in its premises. 2. The hotel has 02 nos. kitchens out of which 01 no. operates occasionally, as informed by the representative. 3. The hotel has installed 03 nos. D.G. Sets of capacity 380 KVA (02 nos.) and 250 KVA (01 no.) and 02 nos. D.G. Sets of capacity 380 KVA each which were fitted with canopies. 4. The hotel has installed STP at its first floor in utility area. STP found operational at the time of visit. During both visits sample of treated effluent from the outlet of the STP were collected and were sent to Zonal Lab, Jalandhar for analysis. As per water analysis report issued by Board’s lab vide letter endst No. 305-07 dated 30/01/2024, analyzed parameters i.e. pH=7.3, COD=64 mg/l, BOD=13 mg/l, TSS=29 mg/l and O&G=BDL are within limits and analysis report issued vide letter endst No. 1265-67 dated 10/04/2024, parameters i.e. pH=7.3, COD=96 mg/l, BOD=14 mg/l, TSS=12 mg/l and O&G=5.0 are within limit as prescribed by the Board. It is further reported that the hotel is complying with the conditions of consents granted earlier under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The unit falls in Orange category in small-scale sector and competency to decide the case lies with Senior Environmental Engineer.
RO has recommended that:-
1. Directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 issued to the hotel for its closure may be drooped.
2. Directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued to the Punjab State Power Corporation Ltd. authorities for permanent restore the electric connection of the hotel.
3. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 of the hotel may be granted upto 30.09.2029 with suitable terms and condition.
In view of the above, it is recommended as under:-
1. The Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 of the hotel may be temporarily granted for six month period i.e 31.12.2024 with suitable terms and condition and special condition the hotel shall submit its effluent analysis report issued by Board's lab.
2. The Directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued to the Punjab State Power Corporation Ltd. authorities for temporary restoration i.e. 31.12.2024 of the electric connection of the hotel.
