RO has reported that the personal hearing was given before the Chairman of the Board on 17.10.2023 in reference to Show cause notice for violations of the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, whereas it was decided as under:- 1. Senior Environmental Engineer, ZO Amritsar will call officers of PSPCL and water resources authorities on 25/11/2023 at 11:00 AM to calculate Consent to Operate fee in consultation with Environmental Engineer Regional Office Batala.
In compliance to above, officers of the PSPCL were contacted and the requisite fees for obtaining CTOs was conveyed to them and were guided to apply for obtaining CTOs of the Board. Accordingly, the PSPCL authorities deposited Rs. 19,58,000/- vide UTR No. SBIN524113519840 dated 22/04/2024 & Rs. 19,58,000/- vide UTR No. SBIN524113516396 dated 22/04/2024 under Water (Prevention & Control of Pollution) Act, 1974 & under Air (Prevention & Control of Pollution) Act, 1981 including Rs. 84000/- vide UTR No. SBIN524113524520 dated 22/04/2024 as NOC Regularization fee and Rs. 500/- as form downloading fee against total gross value of fixed assets worth Rs. 64,75,00,000/- and same are adequate upto 30/06/2025. The authority has also deposited penalty fees for the late application, which is included in the above deposited CTOs fees. It is intimated that the above industry is a Hydro Electric Plant of Capacity 600 MW established without obtaining NOC/Consents of the Board. Now the project proponent has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The project proponent has submitted various documents, which are enclosed along with the application, which may kindly be puruse. It is pertinent to mention here that the said Hydro Electric Plant has been established in year-2000 i.e. before the EIA Notification, 2006, thus not required EC.
Further, it is reported that the site was visited on 28/05/2024 and it was observed as under:- 1. The industry is a Hydro Electric Plant of Capacity 600 MW. 2. The water of River Ravi is used for the generation of Hydro Electric Plant for the generation of electricity and the water after passing through turbine area again diverted into the River Ravi without any pollution load. 3. The Hydro Electric Project is provided with the 04 no. turbines having total capacity of 600 MW. 4. The project proponent generates only domestic effluent 2 KLD, which is discharged Onto Land for Plantation after septic tank 5. The project proponent has installed 02 no. D.G. sets of capacity 500 KVA each, which are provided with canopy.
The project falls in Red Category in Large Scale Sector under Power generation plant, hence competency to decide the case lies with the worthy Chairman of the Board.
RO has recommended that the application of the industry for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2025 with suitable condition.
In view of the above it is recommended that the application of the industry for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2025 with usual condition along with special conditions as under:-.
(i) Project proponent (PP) may also develop the vermicomposting/composting to manage the biodegradable solid waste. PP shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies.
(ii) PP shall perform / promote its Corporate Environment Responsibility (CER) activities.
(iii) PP shall carry out awareness and activities for the themes / action points identified under Mission LiFE (Lifestyle for the Environment) by Ministry of Environment, Forests and Climate Change given at the website (http://missionlife-moefcc.nic.in).
