The industry is a small-scale green category unit and is a plastic industrial packing bags @ 1 MTD with raw material as Fresh Plastic Granules @ 1 MTD. The industry was earlier granted Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2019/9912668 dated 18.07.2019 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2019/9912603 dated 18.07.2019, which were expired on 30.06.2023. Now, the industry has applied for fresh Consent to Operate under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The industry has submitted documents regarding VAT registration certificate proof of date of commissioning, latest CA certificate, Site plan, location plan, manufacturing process flow chart etc.
The industry has also deposited Consent to Operate fees as under:
1. Rs. 15,400/- vide UTR. no. YESOB40771232898 dated 17.03.2024 under Water (Prevention & Control of Pollution) Act, 1974.
2. Rs. 15,400/- vide UTR no. YESOB40771235009 dated 17.03.2024 under Air (Prevention & Control of Pollution) Act, 1981.
The above consent fee is adequate upto 30.09.2029 under both acts after deducting penalty fee and NOC fee.
The site of the industry was visited by undersigned on 05.06.2024 and it was observed as under:
1. The industry was in operation during visit and is engaged in manufacturing of industrial packing bags @ 1 MTD with raw material as Fresh Plastic Granules @ 1 MTD.
2. The industry has installed 1 no D.G. set of capcity 45 KVA with canopy and adequate stack height.
3. No trade effluent is generated by the industry, only domestic effluent is generated and the same is discharged into MC sewer.
After getting necessary clarification from the department of Town & Country Planning, Punjab, the Punjab Pollution Control Board vide letter no. 610-12 dated 31.08.2023 has decided as under:
“In view of the clarification given by the District Town Planner, Ludhiana vides their office letter endorsement. no. 5780-581 (PB)/SP-135 dated 24.09.2021, the industries located in industrial mix zone, which has now become Conformity Zone as per above notification shall be granted further consents as per the policy of the board.” (Copy attached)
To facilitate the small-scale industries operating in Industrial Mix land Zone, a facilitation camp was organized by the Sh. Kulwant Singh MLA, Atam Nagar, Ludhiana at M/s United Cycle Parts Mfrs. Association, Gill Road, Ludhiana from 25.09.2023 to 27.09.2023 to apply for the Consents of the Board. In the said camp, officers of MC Ludhiana were also present there. On the request of the industries, Sh. Kulwant Singh, MLA and other member present in the meeting decided that MCL will provide the list of areas of Ludhiana city which falls in Industrial Mix Land Use Zone of the notified Master Plan, Ludhiana.
Assistant Town Planner, Municipal Corporation, Ludhiana vide letter no. 695/ATP-D dated 27.09.2023 has issued a letter to PPCB with which list of Industrial Mix Land Area in Ludhiana city under Zone-C and D is enclosed. (copy attached)
Now, as per the list supplied by the Assistant Town Planner, Municipal Corporation, Ludhiana to the Punjab Pollution Control Board vide letter no. 695/ATP-D dated 27.09.2023, site of the industry falls in the area of Industrial Mix Land Use Zone as mentioned at Sr. No. 33 (Dashmesh Nagar).
The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that consent to operate applied by the industry under Water Act, 1974 and Air Act, 1981 may be granted upto 30.06.2029 with general conditions and special condition that the industry shall obtain registration under Plastic Waste Management Rules, 2016 within one month.
