Recommendations:
It is intimated the industry is medium scale orange category unit was granted consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Varied/FGS/2023/23108843 dated 14/09/2023 valid upto 31/12/2023 and CTOA/Varied/FGS/2023/23108834 dated 14/09/2023 valid upto 30/09/2025 for manufacturing of Steel Ingots/Billets @ 84.0 MTD or TMT Bars, Round, Flats, Angle and Channel (Rolling Mills) @ 82 MTD.
Now, the industry has applied for renewal of consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 with requisite documents. The industry has already deposited Rs. 80000/- vide UTR no. N127221948018062 dated 07/05/2022 and Rs. 28000/- vide UTR no. N114232429412833 dated 24/04/2023 as water consent fee and Rs. 80000/- vide UTR no. N127221948001235 dated 07/05/2022 and Rs. 28000/- vide UTR No. N114232429407886 dated 24/04/2023 as air consent fee. Now, the industry has deposited Rs. 3600/- as balance fee, Rs. 6000/- as penalty fee and Rs. 10800/- as NOC fee with same vide UTR no. 491481422 dated 01/05/2024 against the un- depreciated fixed assets of Rs. 1789.81 Lacs as on 31/03/2024 as per C. A. certificate dated 01/05/2024, which is adequate upto 30/09/2025 as per order dated 29/10/2018.
To verify the contents, the industry was visited by the AEE of this office on 03/06/2024 During the visit, it was observed as under:
1. The industry was in operation during the visit.
2. The industry has installed induction furnace of capacity 07 TPH and installed bag filter house as APCD which was in operation.
3. The industry has installed energy meter on its APCD and its reading was 2910.4.
4. The industry has installed water meter on its submersible pump in compliance of special condition and its reading was 582.3 KL.
5. The industry has installed 01 nos. DG sets of capacity 125 KVA, which is equipped with canopy and stack of adequate height.
6. No water is used in the process, so no trade effluent is generated. Domestic effluent is discharged onto land for plantation after passing through septic tank.
Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:
"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.
In the subject cited case, the industry has mentioned ground water extraction @ 15 KLD. Considering 30 working days per month, ground water extraction will be 450 KL/month, which is more than 300 KL/month. The industry has obtained permission from PWRDA vide no. PWRDA/I/03/2024/L2/302 dated 14/03/2024.
In view of above, if approved it is recommended that the renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/09/2025 for manufacturing of Steel Ingots/Billets @ 84.0 MTD or TMT Bars, Round, Flats, Angle and Channel (Rolling Mills) @ 82 MTD with usual conditions and special conditions as under:
1. The industry shall comply with the conditions issued by the Punjab Water Regulation and Development Authority (PWRDA).
2. The industry will not generate and discharge any trade effluent without obtaining prior written permission of the Board.
3. The industry shall not undertake expansion without obtaining approval from the Board.
4. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
5. The industry shall ensure that there are no usages of single use plastic thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
6. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
7. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry.
