File Note: RO has reported that marriage palace established and commissioned without obtaining NOC of the Board. Now, the industry has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for its operation of Marriage Palace. The project proponent has submitted various documents, which are enclosed along with the application, which may kindly be pursued. The industry has deposited Rs. 50,400/- vide UTR No. N144243052060646 dated 23/06/2024 & Rs. 45,300/- vide UTR No. N144243052013304 dated 23/06/2024 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 respectively and same are adequate upto 30/09/2029 under both Acts. The industry has also deposited Rs. 5600/- as NOC regularization fee including Rs. 500/- as form downloading fee. The industry has submitted the change of land use for an area measuring (1.1125 Acre) for Marriage Palace purpose of Senior Town Planner, Amritsar bearing vide memo no. 1080-CTP(Pb)/SP-432(G) dated 12/03/2020, which may kindly be perused (Copy Enclosed). The Marriage Palace has installed STP of capacity 15 KLD to treat its domestic effluent and has submitted feasibility report of the same. The industry was visited by AEE on 03/06/2024 and observed as under:- 1. The site is a marriage palace having capacity of approx 400-450 peoples. 2. The marriage palace has provided STP for the treatment of domestic effluent generated from kitchen & toilets. 3. The marriage palace has installed One no. D.G. set of capacity 10 KVA, which is provided with canopy and stack of adequate height above roof level. 4. The marriage palace has provided adequate arrangement for storage/disposal of Municipal Solid Waste in scientific manner. 5. The marriage palace is having adequate plantation/gardening area for disposal of its treated domestic effluent. 6. The marriage palace has provided adequate arrangement for storage/disposal of Municipal Solid Waste in scientific manner. 7. The marriage palace is further using its effluent from STP onto land for plantation and gardening inside the green areas of marriage palace. It is pertinent to mentioned here that the project proponent has submitted Approved Building Plan from the Chief Town Planner, Punjab, Chandigarh vide memo no. 2525-CTP(Pb)/C-09 dated 04/05/2021. The project falls in Orange category in small scale sector, hence competency to decide the case lies with the Senior Environmental Engineer of the Board in the light of Head Office, Patiala letter no. 19650-761 dated 30/04/2013. RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be grated upto 30/09/2029 with the suitable conditions and with the special condition that the marriage palace shall provide compost pits inside the premises for the disposal of Bio-degradable waste generated from the various functions/parties. In view of the above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be grated upto 30/09/2029 with the suitable conditions and with the special condition as under:- 1. The marriage palace shall analyze its domestic effluent sample from the Board's lab within 01- month from the issuance of the consent 2. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 3. The Project Proponent shall develop the vermi-composting/composting to manage the bio-degradable solid wastes. 4. The project proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies. 5. The project proponent shall ensure that there are no usages of single use plastic - thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol in the premises as same are banned from 01/07/2022 as per the Notification of Govt. of India as well as Punjab.
