It is submitted that the industry was granted consent to establish (NOC) of the Board vide no. CTE/Fresh/PTA/2024/24867834 dated 21/02/2024, valid upto 20/02/2025 for manufacturing of Corrugated Boxes @ 127 MT/Day by using Semi Kraft Paper @ 127 MT/Day Glue @ 1500 Kgs/day, Packaging Material @ 80 Kgs/day as raw material and discharge of domestic effluent @ 3.2 KLD onto land for plantation after passing through septic tank, under orange category subject to conditions mentioned therein.
Now, the industry has complete the installation of its proposed plant and machinery and has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 &under the Air (Prevention and Control of Pollution) Act, 1981 for manufacturing of Corrugated Boxes @ 127 MT/Day by using Semi Kraft Paper @ 127 MT/Day Glue @ 1500 Kgs/day, Packaging Material @ 80 Kgs/day as raw material and discharge of domestic effluent @ 3.2 KLD onto land for plantation after passing through septic tank,under orange category along with requisite documents.
The industry has deposited online Rs. 156000/- (Rs. 148800/- as water consent fee & Rs. 7200/- 25% penalty fee) vide online receipt no.466268960dated 25.05.2024 on account of consent fee under the Water Act, 1974and Rs. 156500/- (Rs. 148800/- as water consent fee, Rs. 7200/- 25% penalty fee & Rs. 500/- as application form fee) vide online receipt no.392903812 dated 25.05.2024 on account of consent fee under the Air Act, 1981,which is adequate upto 31.03.2029 against the fixed assets of Rs. 2068.23 lakh as on 16.02.2024submitted by the industry.
The industry has submitted certificate of Principal Approval from Invest Punjab dated 29.05.2023, valid upto 28.11.2026 and certificate the service also includes the issuance of approval of factory building plan.
The industry has also submitted stack emissions sampling reports of its boiler of capacity 4.0 TPH as analyzed by NABL Approved Laboratory (Environ Tech Laboratories) on 06.05.2024, as per the analysis results the concentration of SPM is found to be 245 mg/Nm3 against permissible limits is 800 mg/Nm3 as prescribed by the Board.
The industry has submitted compliance report of Consent to Establish (NOC) conditions earlier granted to it along with proof of commissioning of its unit during the month of January, 2024.
The industry was visited by AEE of this office on 05.06.2024. During visit, it was observed as under:
1. The industry was in operation.
2. The industry has installed 1 no. Boiler of capacity 4 T/hr using agro based briquettes as fuel, which is attached with cyclone separator as APCD.
3. No trade effluent is generated from the process.
4. The industry has made provisions to reuse RO reject into flushing purpose.
5. The boiler blow is being used for ash quenching.
6. Domestic effluent is being discharged onto land for plantation after passing through septic tank.
7. The industry has installed 2 no. D.G. sets of capacity 380 KVA and 140 KVA with canopy and adequate stack height.
Keeping in view of the above mentioned facts, may if approved, recommendations be sent to SEE, ZO-1, Patiala that fresh consent to operate under the Water (Prevention &Control of Pollution) Act, 1974 and under the Air (Prevention and Control of Pollution) Act, 1981 upto 31.03.2029 for manufacturing of Corrugated Boxes @ 127 MT/Day by using Semi Kraft Paper @ 127 MT/Day, Glue @ 1500 Kgs/day, Packaging Material @ 80 Kgs/day as raw material with suitable conditions as per policy of the Board.
