File Note: It is intimated that, the industry is a small scale red category unit and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2021/13838072 dated 30.03.2021 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2021/13838019 dated 30.03.2021 for Ferrous Sulphate @ 12 Metric Tonnes/Day with discharge of only domestic effluent @ 1.0 KLD onto land for plantation after treatment through septic tank, which were expired on 30.06.2024. Earlier, the industry was issued show cause notice for revocation of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 with the opportunity of personal hearing given before Chief Environmental Engineer, Ludhiana on 28.02.2024, due to discrepancies in the GPS system of the industry installed for tracking the movement of vehicles used for lifting of Spent acid from the Member industries. During the hearing, Competent Authority of the Board has decided as under:- 1. The consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 be revoked. 2. Another opportunity of personal hearing be afforded to the industry before issuing directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 for closure. In compliance of the decision mentioned at Sr no. 01 consent to operate granted to the industry under Water (Prevention & Control of Pollution) Act, 1974 was revoked vide Boards letter no. 2476 dated 18.04.2024. And in compliance of decision mentioned at Sr no. 02 the industry was issued notice to issue directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 with an opportunity of personal hearing given before Chief Environmental Engineer, Ludhiana on 23.05.2024. After hearing Competent Authority of the Board was decided:- 1. The industry shall share link of GPS system through mail with Chief Environmental Engineer (ceeludhiana@yahoo.com), Senior Environmental Engineer (seezo2@yahoo.com) and Regional Office-1, 2, 3 and 4 (ppcbro1@gmail.com, eeroldh2@yahoo.co.in, ppcbro3@yahoo.com and eero4ldh@gmail.com). 2. Environmental Engineer, Regional Office-3, Ludhiana shall verify the compliance and process consent to operate on merits. In compliance of decision mentioned at S. no. 01, the industry has share link of GPS system through mail with all regional offices of Ludhiana. A screenshot of the e-mail sent to RO is enclosed herewith for kind perusal, please. Now, the industry has applied for fresh consent to operate under the Water Act, 1974 & Air Act, 1981 for Ferrous Sulphate @ 12 Metric Tonnes/Day with discharge of only domestic effluent @ 1.0 KLD onto land for plantation after treatment through septic tank. The industry has deposit Rs. 18,000/- vide R. No. 227402223 dated 21.05.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 19,100/- vide R. no. 551259545 dated 21.05.2024 under Rs. 18,000/- under Air (Prevention & Control of Pollution) Act, 1981 & Rs. 1100/- as NOC fee, which are adequate upto 30.09.2029. The industry has submitted the copy of approved building plan from the competent person under Factory Act. The industry has now made its GPS tracking system operational. A screenshot of working GPS system is enclosed herewith for kind perusal. The area classification certificate issued by DTP, Ludhiana stating that the site falls in industrial area is enclosed herewith for kind perusal. The industry was visited by officer of this office on 31.05.2024 and observed that:- 1. The industry is engaged in the process of manufacturing of ferrous sulphate from picking effluent. 2. The industry has provided concrete tanks/pond with acid proof lining for the storage of pickling effluent as well as ferrous sulphate. The industry has also installed 02 reaction tanks with common alkaline scrubber as APCD & same was in operation during visit. 3. There is no generation of trade effluent and only domestic effluent is being discharged onto land for plantation. 4. The industry is maintaining the record acid lifted from the member units. 5. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. It is therefore recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for Ferrous Sulphate @ 12 Metric Tonnes/Day with discharge of only domestic effluent @ 1.0 KLD onto land for plantation after treatment through septic tank may be granted to the industry upto 30.06.2029 with the suitable conditions.
