File Note: Parbhat Heavy Forge Pvt. Ltd. CTO W/A: The Regional Office has submitted report in lieu to the application filed by the project proponent. After perusal of the report sent by RO and the application filed by the unit, the following points were observed: • The industry was granted consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/FGS/2023/23182505 dated 03/11/2023 and CTOA/Renewal/FGS/2023/23182444 dated 09/11/2023 both are valid upto 30/09/2027 for the manufacturing of Forging Ingots & Castings @ 72 MTD and Forging Rolls, Shaft, Gears, Cranks, Block & M.S Moulds & C.I Casting @ 110 MTD, subject to certain conditions as mentioned therein. • Now, the industry has applied for varied consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS with requisite documents. The industry has installed induction furnace of capacity 06 TPH as stand by arrangement in lieu to the existing electric arc furnace of capacity 6 TPH. • The industry has already deposited consent fees of Rs. Rs.360000/-vide UTR no. HDFCR52023011074416019 dated 10/01/2023 as water consent fee and Rs. Rs.360000/- vide UTR NO. N013232290306764 dated 13/01/2023 as air consent fee; the RO has calculated that the same is adequate upto 30/09/2027 against the project cost of Rs. 4914.46 Lakhs as on 31/03/2024. The industry has deposited also NOC Regularization fee of Rs. 21600/- vide no AXISP00494073722 dated 26/04/2024 for the enhancement in fixed assets from Rs. 41.77 Crore to Rs. 49.14 Crore. • The industry was visited by the officer of Regional Office on 23/05/2024 and observed as under: 1. The industry was in operation during the visit. 2. The industry has engaged in the manufacturing of Forging Ingots & Castings @ 72 MTD and Forging Rolls Shaft, Gears Cranks Block & M.S. @ 110 MTD. 3. The industry has installed an arc furnace of capacity 06 TPH and installed bag filter house as Air Pollution Control Device which was also in operation. 4. The industry has installed new induction Furnace of 6TPH capacity with side hood suction attached with existing bag filter house already installed with Arc furnace which was in operation. 5. The industry has installed online continuous stack emission monitoring system and it gives the result of SPM is 29.82 mg/Nm3. 6. The industry has submitted air emission report from M/s Environ Tech Laboratories dated 22/05/2023 the result i.e. particulate matter is 27.6 which is within limits as prescribed by the Board. 7. The industry has installed energy meter with APCD and its reading was 277687. 8. The industry has installed 04 no. heating furnace and PNG was being used as fuel. 9. The industry has not generated any trade effluent, cooling water has been circulated and domestic effluent has discharged onto land for plantation after treatment in STP. 10. The industry has installed water meter on its submersible pump in the compliance of special condition and its reading was 13831 KL. 11. In the subject cited case, the industry has mentioned ground water extraction @ 20 KLD. Considering 25 working days per month, ground water extraction will be 500 KL/month, which is more than 300 KL/month. The industry has applied for obtained permission from PWRDA. • Further, the RO has mentioned the following submissions regarding the unit: 1. The industry is located in Industrial Zone as per Master Plan Mandi Gobindgarh. 2. The industry has submitted the approved building plan, approved by Er. Jasvir Singh, Competent Person, Director of Factories. 3. The last sampling was carried out by the Board on 19/10/2023, vide no. 26849-51 dated 26/10/2023. The result i.e. particulate matter is 113 mg/Nm3, which is within the limits prescribed by the Board. 4. The industry has already installed secondary emission controls to manage air pollution. • The RO has recommended that the varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, and the Air (Prevention & Control of Pollution) Act, 1981 for the manufacturing of Forging Ingots & Castings at 72 MTD and Forging Rolls, Shaft, Gears, Cranks, Block & M.S. at 110 MTD may be granted upto 30/09/2027, subject to suitable conditions and the following special conditions that: 1. The industry shall operate either Induction Furnace or Arc Furnace at a time only. The industry shall not operate both the furnaces simultaneously. 2. The industry shall not carry out any activity, which falls in the ambient of EIA notification dated 14/09/2006. 3. The industry shall get the building plan approved, if there are any changes in the existing building. 4. The industry shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for the abstraction of ground water and submit the same at Regional Office, Fatehgarh Sahib within one month. 5. The industry shall ensure that no black smoke should be emitted from the stack of the industry at any time. 6. The industry will not generate and discharge any trade effluent without obtaining prior written permission of the Board. 7. The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD. 8. The industry shall not use any scrap containing Hazardous waste like shockers containing waste oil. 9. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 10. The industry shall ensure that there are no usages of single use plastic thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other nonbiodegradable material in the premises. 11. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. It is brought out that the industry has also submitted a request letter dated 22.04.2024, stating as under: “Sir, This is to inform you that we are setting up another Induction Finance (IF) with similar capacity as a standby machinery (Furnace unit) in our existing Electric Arc Furnace (EAF) located at Industrial Area Focal Point, Mandi Gobindgarh. Please note the following points :- 1. This is only a STAND BY furnace (without accessories-the existing set up of accessories will serve the purpose). 2. As the operating switch is same, Only one furnace, either the Electric ARC Furnace (EAF) or the newly set up Induction Furnace (IF) can be run at any given time. 3. No production capacity will be increased in any case, as only one furnace will be operational at any given time. Both the furnaces cannot run together at one time. Please allow us to set up/ operate one same capacity Induction Furnace (IF) in our existing infrastructure. Same APCD as approved by PCTE will be used, which is already above prescribed parameters (copy enclosed). Also please find our Data Analysis of furnace running till date, confirming low emission norms till date. Awaiting your permission to set up/operate the Induction Furnace (IF.)” In consideration of the report/ recommendations sent by RO; if approved, the varied Consent to Operate under the Air Act, 1981 and Consent to Operate the Water Act, 1974 be granted to the unit for operation of induction furnace of capacity 06 TPH as stand by arrangement in lieu of the existing electric arc furnace of capacity 6 TPH and for the same manufacturing capacity of Forging Ingots & Castings @ 72 MTD and Forging Rolls, Shaft, Gears, Cranks, Block & M.S Moulds & C.I Casting @ 110 MTD, upto 30.09.2027, subject to suitable conditions and the following additional conditions that: CONDITIONS PROPOSED UNDER WATER ACT, 1974: 1. This Consent to Operate is only valid for operation of industrial unit for the manufacturing of Forging Ingots & Castings @ 72 MTD and Forging Rolls, Shaft, Gears, Cranks, Block & M.S Moulds & C.I Casting @ 110 MTD by operating either the Electric Arc Furnace of Capacity 6 TPH or the Induction Furnace of Capacity 6 TPH (only one operational at a time), 1 no. LRF Furnace, 1 no. Annealing Furnace & 4 no. Reheating Furnaces, only. 2. The industry shall only manufacture the products and limit their quantities, for which it has been granted consent to operate from the Board. It shall not manufacture any other product without the prior written permission of the Board/ Competent Authority. 3. The industry shall apply for obtaining varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, before enhancement in production capacity and/ or starting production of any additional products(s) than those mentioned in this consent granted to the industry. 4. The industry will comply with zoning regulations of HUD/ Department of Town & Country Planning/ Local Government and shall bound to comply with the bye-laws of the Master Plan already prepared/ to be prepared by the Department of Town and Country Planning, Punjab. 5. The industry shall operate either Induction Furnace or Arc Furnace at a time only. The industry shall not operate both the furnaces simultaneously. 6. The industry shall not carry out any activity, which falls under the ambit of EIA notification dated 14/09/2006. 7. The industry shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for the abstraction of ground water and submit the same at Regional Office, Fatehgarh Sahib within one month. 8. The industry shall not install any new tubewell for abstraction of ground water without prior approval from competent authority. The industry shall comply with the guidelines issued by the PWRDA for abstraction of ground water, from time to time. 9. The industry shall not generate and discharge any kind of trade effluent. The domestic effluent shall be utilized in the green/ plantation area within premises after passing through septic tank. 10. The industry shall develop & maintain adequate plantation area all the times to utilize its treated domestic effluent onto land for plantation. 11. The industry shall use only clean scrap as raw material and ensure that the scrap contaminated with hazardous or other waste like chemical drums, oil filters, shockers etc. shall not be used as raw material. 12. The project proponent shall reuse of cooling tower blow down, simultaneously ensuring the standards prescribed for such purge waters. If required, necessary arrangements shall be made to keep this waste stream within the parameters required for reuse. 13. The industry shall not dispose of its Hazardous waste to any unauthorized vendor. 14. The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received. 15. The Consent is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 16. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry. CONDITIONS PROPOSED UNDER AIR ACT, 1981: 1. This Consent to Operate is only valid for operation of industrial unit for the manufacturing of Forging Ingots & Castings @ 72 MTD and Forging Rolls, Shaft, Gears, Cranks, Block & M.S Moulds & C.I Casting @ 110 MTD by operating either the Electric Arc Furnace of Capacity 6 TPH or the Induction Furnace of Capacity 6 TPH (only one operational at a time), 1 no. LRF Furnace, 1 no. Annealing Furnace & 4 no. Reheating Furnaces, only. 2. The industry shall only manufacture the products and limit their quantities, for which it has been granted consent to operate from the Board. It shall not manufacture any other product without the prior written permission of the Board/ Competent Authority. 3. The industry shall apply for obtaining varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, before enhancement in production capacity and/ or starting production of any additional products(s) than those mentioned in this consent granted to the industry. 4. The industry will comply with zoning regulations of HUD/ Department of Town & Country Planning/ Local Government and shall bound to comply with the bye-laws of the Master Plan already prepared/ to be prepared by the Department of Town and Country Planning, Punjab. 5. The industry shall operate either Induction Furnace or Arc Furnace at a time only. The industry shall not operate both the furnaces simultaneously. 6. The industry shall not carry out any activity, which falls under the ambit of EIA notification dated 14/09/2006. 7. The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh for the effective operation of APCD. 8. The industry shall immediately stabilize the vehicular movement area and entry/exit points, as to suppress dust emissions. 9. The industry shall not dispose of its Hazardous waste to any unauthorized vendor. 10. The industry shall execute annual maintenance contract (AMC) for APCD from the reputed agency and submit the report in this regard. 11. The industry shall provide stack monitoring arrangements as per emissions regulations part 3 (1985 series) as per CPCB manual. 12. The industry shall not use any scrap containing Hazardous waste like shockers containing waste oil. 13. The industry shall install night vision high-definition CCTV cameras covering the emissions generating from crucible. Also, the industry shall store 3 months recording of the same every time and made available when required to the officers of the Board. 14. The industry shall connect the CCTV cameras with the server of the Punjab Pollution Control Board within one month of installation of the same. 15. The industry shall install rotary valve along-with conveyor system below bag filters to avoid manual handling of APCD dust, if not already provided. 16. The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received. 17. The Consent is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 18. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
