File Note: Ro has reported that the project proponent has obtained consent to establish (NOC) for the establishment of Commercial Plots bearing no. CTE/Fresh/ASR/2023/21895647 dated 08.06.2023, valid upto 07/06/2024 for Commercial Plots @ 64 Number/Year. Now the project proponent as applied extension in validity of NOC under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Commercial Plots @ 64 Number/Year. Detail of the case are as under :- 1. The project proponent has submitted CA certificate of the proposed fixed assets of Rs. 2456.23 Lakhs. It has Rs. 14,900/- (including Rs. 500/- as application form fee) vide UTR/Ref. No. 834714840 dated 18/05/2024 as NOC fee, valid for a period of one year. 2. The project proponent has submitted compliance report of previous NOC granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 3. The project proponent has already submitted Change of Land Use (CLU) for commercial colony (Area 4.384 Acre) at H.B. no. 348, Village Kambo, Ajnala Road, Amritsar issued by The Chief Administrator, ADA, PUDA, Amritsar vide Memo No. CA-ADA-CLU-2023/1869 dated 16/01/2023. 4. The project proponent has already submitted feasibility report prepared by Eco Paryavaran Laboratories and Consultants Private Limited, Authorization letter from Board of Directors given to Sh. Vicky Sharma & Sh. Rohit Sharma (Directors), Approved Map sanctioned by Senior Town Planner, Amritsar vide letter no. 156 STP(A) File No. VWA dated 07/02/2023. 5. The project proponent has submitted an undertaking that 15 % work related to laying of sewer pipeline has been completed and 20 % of work related to road construction has been completed. Further project proponent has submitted that installation of STP will be started in latest stage of the project before its completion. 6. The project proponent has proposed to discharge treated effluent after STP onto land for plantation along the roads, parking, pavement, parks etc. in 10,812 sq. m area. The site was visited by AEE on 05/06/2024 and observed the following:- 1. The site is located on the left side of the road leading from Amritsar to Raja Sansi before International Airport. 2. The construction of boundary wall has been completed by project proponent. 3. The work regarding laying of sewer pipeline and road construction was under progress by which approx. 15-20% of the project has been completed. 4. The consumption and disposal of water mentioned by the applicant, it has been proposed to use 23 KLD of water. Total 17 KLD will be generated as waste water which will be treated in STP proposed by the project proponent, out of which 10 KLD will be re-circulated and the remaining 07 KLD will be discharged onto proposed open area i.e. 10,812 sq.m along the roads, parking, pavement, parks etc. RO has recommended that the consent to establish (NOC) applied by the project proponent under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be extended for one year as per the policy of the Board along with special condition that the project proponent shall obtained consent to operate from the Board well before completion of its project. Keeping in view of above, the consent to establish (NOC) applied by the project proponent under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be extended for one year as per the policy of the Board along with special condition as under:- 1. The project proponent will not operate its unit without obtaining consents from the Board. 2. The project proponent shall develop the commerical colony (Area 4.384 Acre) at H.B. no. 348, Village Kambo, Ajnala Road, Amritsar issued by the Chief Administrator, ADA, PUDA, Amritsar vide Memo No. CA-ADA-CLU-2023/1869 dated 16/01/2023 on the same Khasra nos. as mentioned in the CLU issued by Amritsar Development Authority.
