File Note: It is intimated that the industry is large scale orange category unit. The industry was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH2/2023/21198901 dated 21/03/2023 expired on 19/07/2023 and under Air Act, 1981 vide no. CTOA/Renewal/LDH2/2023/21199204 dated 21/03/2023 expired on 19/07/2023 subject to the certain conditions mentioned therein. Now, the industry has applied for renewal of consent to operate under Water Act, 1974 & Air Act, 1981 along with requisite documents. The production capacity raw material and other aspects remains the same as the last the application and as per the last consent grant by the Board. Further, there is no increase in pollution load. Accordingly, the site of the project was visited by the EE alongwith AEE of this office on 05.06.2024 and it was observed that :- 1. The industry was in operation and engaged in the manufacturing of M.S. Ingots, wire rods by using M.S. Scrap. 2. The industry has installed one induction furnace of 6 Ton/heat with concast plant, one number cold rolling mill and one number hot rolling mill. 3. The industry has installed twin cyclone followed by bag filter house with side hood suction system as APCD to contain the concentration of particulate matter within the prescribed standards and design of which was evolved by PSCST, Chandigarh which has issued completion certificate vide no. PSCST/C/956 dated 24.01.2020. 4. The sampling of stack emission was carried out by the Board on 31.10.2023 and as per the analysis report, the concentration of particulate matter is analyzed as 122 mg/NM3 against the prescribed standards of 150 mg/NM3 as such industry is confirming to the prescribed standards. The industry is maintaining the record of energy meter installed with the APCD of the induction furnace unit. 5. The industry has installed twin cyclone followed by wet scrubber as APCD with the rolling mill. 6. The industry has obtained ToR for the Environmental Clearance. However, the industry has not obtained EC 7. The industry has already submitted extended bank guarantee of Rs 2.0 Lac, valid upto 22.10.2025. 8. During visit, only Induction furnace in operation. Rolling mill was not in operation during the visit. 9. The industry has installed environmental data Board at the main entrance. 10. The industry is complying with the standards operating procedure (SOPs) framed for such type of industries. 11. A draft notification has been issued by MoEF&CC recently regarding exemption of rolling mill units for requirement of environmental clearance under EIA Notification, 2006. Keeping in view of above, it is recommended that the industry may be granted Consent to operate under the provisions the Water Act, 1974 & Air Act, 1981 may be considered for grant for a short term i.e. upto 31.03.2025 with appropriate conditions and special condition that the industry shall comply with any further notification issued by MoEF for the requirement of Environmental clearance for rolling mill units .
