The industry is a small-scale orange category unit. The industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2021/16800203 dated 29.11.2021, which is valid upto 30.09.2026 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH4/2022/17630075 dated 30.03.2022, which is valid upto 30.09.2026 with certain conditions and with special condition mentioned therein for manufacturing of Ingots/billets @ 80 MTPD and M.S Round/flats/bars rolling @ 85 MTPD………………………...
Thereafter, the industry was visited by officer of this office on 28.02.2024 and it was observed as under………………………...:
1. The industry was in operation; however, only the rolling mill was in operation and induction furnace was not in operation during the visit.
2. The industry has installed one electrically operated induction furnace of capacity 07 T/heat attached with Bag Filter followed by wet scrubber as APCD to contain the emissions as per design of PSCST, Chandigarh along with adequate stack height, however was not in operation.
3. The industry has installed one reheating furnace of capacity 08 T/heat attached with twin cyclone followed by wet scrubber as APCD has been provided with the furnace to contain the fuel emission.
4. During visit, the stack emission sample was collected from stack porthole of re-heating furnace and as per analysis results the concentration of SPM which is within the prescribed limits of the Board.
5. The industry has installed D.G. set of capacity 140 KVA with canopy and adequate stack height
6. The industry was found discharging waste water into sewer from the re-circulation tank provided in the rolling mill section.
7. The industry is engaged in acid testing of its product by using HCL. The acid tank was found lying in open adjoining to the wastewater collection tank it seems the industry is discharging the acid in the waste water collection tank as it does not have any disposal arrangement/agreement through authorized CETP Operator.
8. During visit sample from the waste water sample was taken however no trace of HCL/H2SO4 was found.
9. The representative of the industry was not aware about agreement with CETP operator re-processor and is using acid in its unit without prior permission of the Board.………………………....
It is pertinent to mention here that vide notification number S.O. 3250(E), dated the 20th July, 2022, directed that all the standalone re-rolling units or cold rolling units, which are in existence and in operation as on the date of this notification, with valid Consent to Establish and Consent to Operate from the concerned State Pollution Control Board or the Union territory Pollution Control Committee, as the case may be, shall apply online for grant of Terms of Reference (ToR) followed by Environment Clearance and the said units shall be granted Standard Terms of Reference as per item 3(a) of the notification of the Government of India in the, erstwhile Ministry of Environment, Forest and Climate Change number S.O 1533(E ), dated the 14th September, 2006 and shall be exempted from the requirement of public consultation, provided that the application for the grant of ToR shall be made within a period of one year from the date of the said notification. The Central Government deems it necessary to extend the said period by a further period of six months; ………………………...
NOW, THEREFORE, in exercise of the powers conferred by section 3 of the Environment (Protection) Act, 1986 (29 of 1986), the Central Government hereby makes the following amendment in the notification of the Government of India in the Ministry of Environment, Forest and Climate Change number S.O. 3250(E), dated the 20th July, 2022, namely:- In the said notification, in paragraph 1, in the proviso, for the words, “one year” the words “one year and six months” shall be substituted. The period of one year and six months has expired in January, 2024 and the industry has failed to abide by the above-mentioned directions issued by the Govt. of India……………………...
Thereafter, the industry was given personal hearing before the CEE, Ludhiana w.r.t. u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 and u/s 31-A of the Air Act, 1981 as amended in 1987 on 23.05.2024 and wherein it was decided that Environmental Engineer, Regional Office-4, Ludhiana shall verify the contentions of the industry and process the consent application of the industry on merits………………………....
Now, the industry has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 22.05.2024 for production of ingots/billets @ 80 TPD and MS round/flats/bars rolling @ 85 by using MS billets/Ingots @ 84 TPD and MS Scrap and ferro alloys @ 85 TPD as raw material.
Regional Office reported that the industry has also applied for Terms of Reference (ToR) with MoEF&CC and the status is under examination as checked through the web site https://parivesh.nic.in/.………………………...
The industry has deposited consent fee, which is adequate upto 30.09.2030 as verified by the Regional Office.
Accordingly, the industry was visited by AEE of RO on 30.05.2024 and it was observed as under:
1. The industry was in operation during the visit.
2. The industry has installed one electrically operated induction furnace of capacity 07 T/heat attached with side hood followed by bag filter & wet scrubber as APCD to contain the emissions as per design of PSCST, Chandigarh along with adequate stack height and was in operation during visit. The suction arrangement provided by the industry was found in line and also, it has provided energy meter for record of APCD operation.
3. The industry has installed one reheating furnace of capacity 08 T/heat attached with twin cyclone followed by wet scrubber as APCD has been provided with the furnace to contain the fuel emission. The industry has also provided energy meter for record of APCD operation.
4. The stack emission sample was lastly collected on 28.02.2024 from porthole on stack after APCD (Rolling Mills) and as per analysis results the concentration of SPM was found to be 94 mg/Nm3 which is within the prescribed limits of the Board.
5. The industry has installed D.G. set of capacity 140 KVA with canopy and adequate stack height.
6. There is no source of generation of trade effluent; only domestic effluent is being discharged into sewer.
7. The industry installed one cooling tower and it is re-circulating cooling water.
8. The industry is complying with conditions of SOP for induction furnace.
9. No HCL was found during the visit in the industry premises for testing of its material.
10. The industry is complying with the conditions consent to operate granted under the Air (Prevention & Control of Pollution) Act, 1981 & under the Water (Prevention & Control of Pollution) Act, 1974 to it..………………………...
It is pertinent to mention here that the industry has applied for Terms of Reference (ToR) with MoEF&CC at the www.parivesh.nic.in portal. Further, as per notification dated 20th July 2022 time was give only for one year to take EC but in the notification dated 26th July, 2023 it was extended for six months more i.e. upto 21.01.2024. It is also informed that the draft notification number 5020(E) was issued on 22nd November, 2023 duly mentioned that: "Rolling /Re-Rolling may be exempted from the requirement of EC even though they are covered under the item 3(a) of the notification number S.O. 1533(E) dated 14th September, 2006, as their pollution potential is less compared in other metallurgical activities." .………………………....
As proposed by the Regional Office, may if approved, consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted for five years with suitable conditions and special conditions that.………………………...:
1. The industry shall bound to comply with decisions/outcome of draft notification dated 22nd November, 2023 issued by Ministry Of Environment, Forest and Climate Change (MoEF&CC).
2. The industry shall obtain ToR followed by Environmental Clearance if applicable as per the outcome of draft notification dated 22nd November, 2023 issued by Ministry Of Environment, Forest And Climate Change (MoEF&CC), please.
