File Note: • It is submitted that earlier, the HCF had applied for renewal of Consent to Operate under the Water Act, 1974 and Air Act, 1981 for 50 No. bed capacity which was refused due to the reason that the HCF was visited on 23.02.2024 by the Officers of the Board and effluent sampling was conducted as per the sampling analysis report conc. of parameters TSS, BOD and Bio- Assay were found to be beyond permissible Limits of discharge for discharge onto land for plantation. Accordingly, the HCF was issued show cause notice for refusal of consents to operate under the Water Act, 1974 and Air Act, 1981 vide no. 1145 dated 28.02.2024. In reply to the SCN, the HCF has requested to re-collect the samples. After that, the competent authority decided to refuse the applications and carry out the re-sampling in 10 days to take further action in the matter. • The hospital was granted authorization for 50 no. bed capacity under the provisions of Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/BTI/2023/21558593 dt. 07.07.2023, valid upto 31.12.2028 with certain conditions mentioned therein. • Earlier, the hospital was granted consent to operate of the Board under Water Act, 1974 & Air Act, 1981 vide no. CTOW/Renewal/BTI/2023/21558740 & CTOA/Renewal/BTI/2023/21558735 dated 26.05.2023, which was valid upto 30.09.2023, for the hospital having bed capacity of 50 no. beds, with suitable conditions. • Now, the hospital has applied for obtaining Consent to Operate under the Water Act, 1974 and Air Act, 1981 for 50 No. bed capacity. • Earlier, the hospital has deposited consent fees of Rs. 8,000/- through online vide R.no. N063232356578798 dated 04.03.2023 under Water Act, 1974 and Rs. 8,000/- through online vide R.no. N063232356583525 dated 04.03.2023 Air Act, 1981, which is adequate up to 30.09.2027. • The HCF was visited on 08.05.2024 by the Officers of the Board and effluent sampling was conducted as per the sampling analysis report conc. of various parameters (1. pH=7.5, 2. TSS=12 mg/l, 3. TDS= 1132mg/l, 4. COD=28 mg/l, 5. BOD= 7 mg/l, 6. O & G=BDL and 7. Bio Assay 100 % survival of fish in 100% effluent after 96 hrs are within the permissible limits of discharge standard. • The hospital was lastly visited by the AEE of this office on 05.06.2023 and it was observed as under: 1. The 50 nos. of beds at the time of visit. 2. The ETP cum STP plant which consist of Equalization Tank (dosing of Sodium Hypochlorite) à Oil & Grease Trap à Dosing Tank à Aeration Tank / MBBR à Secondary Tube Settler à Sludge Drying Beds à Activated Carbon Filter à Media Sand Filter à Chlorination à to MC Sewer. 3. The hospital is generating bio medical waste of categories Yellow, Blue, White (Translucent), Red of the Bio Medical Waste Management Rules, 2016. 4. The hospital is segregating Bio-Medical Waste being generated by its category wise at the point of their generation as per colour coding, collected in polythene / puncture proof bags, which are placed in plastic containers. 5. The hospital is cutting catheters/tubing to avoid its reuse. 6. The hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition. 7. Non-Polychlorinated bags, were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF. 8. The hospital has made provision for treatment/ disinfection of liquid Bio waste category and sharps with 1% sodium hypochlorite solution. 9. The hospital has stored glass (broken / unbroken) in a cardboard box with blue colour marking on it. 10. The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca and with lock & key arrangement systems 11. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF. 12. The hospital is not mixing its BMW with the municipal solid waste. • From above, it is clear that the hospital is complying with the provisions of Water Act, 1974 & Air Act, 1981 along with conditions of authorization granted to it under the provisions of Bio-Medical Waste Rules, 2016. • It is therefore, recommended that consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF for the period upto 30.09.2027 with suitable conditions.
