Sub: Proceedings of the personal hearing given before Chief Environmental Engineer, Ludhiana w.r.t. show cause notice for refusal of consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 on 06.06.2024 - M/s K Paper Techh Pvt Ltd, Village Gaunspur, Distt. Ludhiana.

Environmental Engineer, Zonal Office-2, Ludhiana brought out that the industry is medium scale orange category unit and is engaged in manufacturing of coated thermal paper.
The case was examined and it was observed that:
1. The industry has not submitted the detail of brief manufacturing detail alongwith process flow chart and also not attached the detail of effluent/emission generation source and disposal detail properly.
The industry is violating the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Show cause notice for refusal of consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry with an opportunity of personal hearing before Chief Environmental Engineer, Ludhiana on 06.06.2024.
Sh. Kulbir Singh, Authorized Signatory of the industry attended the hearing and submitted all documents which were desired vide show cause notice issued to the industry.
After hearing the representative of the industry and officers of the Board, the Chief Environmental Engineer of the Board decided as under:
1. Consent to Establish (NOC) be granted to the industry for one year with special conditions that:
a) The industry shall develop adequate plantation area for discharging its treated effluent before commissioning of the proposed project.
b) The industry shall obtain consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 before the commissioning of the unit.
c) The industry will obtain permission for the use/ abstraction of ground water as per the requirements of Punjab Water Regulation and Development Authority (PWRDA) and permission / NOC from other departments. In absence of obtaining of permissions, the operation of the industry is entirely at its risk & cost and the Board will not be responsible any lost on account of non-obtaining of such permissions.
d) The industry shall not consume any fuel for burning purpose except Rice Husk / Coal in its boiler of capacity 06 TPH and HSD in its DG set, without obtaining prior written permission of the Board.
Submitted for confirmation of decisions of the hearing so that the same could be conveyed to industry and concerned officers for compliance of decisions, please.
