File Note: It is submitted that M/s AMG Spintex LLP, Village Nassupur, Near Toll Plaza, Patiala Road, Samana, Patiala, an existing spinning unit,was granted NOC under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/PTA/2023/19819417dated 11/04/2023validupto24/02/2024for manufacturing of Cotton Yarn @ 25.0 Metric Tonnes/Day and Cotton Waste (Bye-product) @ 2.25 Metric Tonnes/day by using Cotton @ 27.77 Metric Tonnes/Day as raw material under orange category subject to conditions as mentioned therein. Now, M/s AMG Spintex LLPhas applied for fresh consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Cotton Yarn @ 25.0 Metric Tonnes/Day and Cotton Waste (Bye-product) @2.25 Metric Tonnes/day by using Cotton @ 27.777 Metric Tonnes/Day as raw material under orange category along with requisite documents. The industry has deposited Rs. 1,65,600/- (consent fee : Rs. 1,62,000/- and penalty charges : Rs. 3,600/-) vide online receipt no.714156872dated 28/05/2024under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 1,87,100/- (consent fee : Rs. 1,62,000/-, application form fee : Rs. 500/-, NOC regularization fee : Rs. 21,000/- and penalty charges : Rs. 3,600/-vide vide online receipt no.455079825dated 28/05/2024 under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto30.09.2028 against the fixed assets of Rs. 2921.97 lakh as on 20.04.2023 as per CA certificate dated 04.05.2024 submitted by it. The industry has got the ambient Air Quality Monitoring conducted from Centre for Environment and Food Technology Pvt. Ltd., Patiala, on 17.08.2023. The industry has submitted a letter dated 24.05.2024, which is reproduced as under: I, Ashwani Verma, partner of the firm, submit as under : 1. That on dated 11/04/2023, NOC was granted to the unit, which was valid up to 24/02/2024 for the manufacturing of Cotton Yarn @ 25.0 MT/day, Cotton Waste @ 2.25 MT/day by using raw material Cotton @ 27.77 MT/day. 2. That NOC was granted for the establishment of 7 Open End Machines, 5 Draw Frames, 10 Cards, 1 Blow Room, H-plant along with other relating machinery, the project cost of which was at Rs. 3025.00 lacs. 3. That now, the unit has installed 7 Open End Machines, 5 Draw Frames, 10 Cards, 1 Blow Room, H-plant along with other relating machinery. 4. That the gross value of fixed assets of the unit as on 30/04/2024 is at Rs. 2921.97 lacs (Land : 81.17 lacs, Building : Rs. 783.15 lacs, Plant &Machinery : Rs. 1747.27 lacs &M.F.A. : Rs. 310.38 lacs). 5. That the actual value of land is at Rs. 65.01 lacs. However, Rs. 16.16 lacs paid towards In-principle approval fee added under the head land. 6. That there will be around 50-60workers in the unit out of which 40-45 workers will be residing in the unit. The water required for domestic purposes will be @ 7.0 KLD and there will be generation of domestic effluent @ 5.5 KLD, which will be passed onto land (more than 2 kanal) for plantation after passing through septic tank. Further, there is requirement of water @ 30 KLD for cooling purposes (Re-circulation) (For Humidification Plant). 7. That our unit came into commercial production in the month of April, 2024. Further, we are enclosing herewith Approved Building Plan of our unit from the Competent Person. 8. That we are depositing online fee of Rs. 3,52,700/- towards Air Consent fee : Rs. 1,62,000/-, Water Consent fee : Rs. 1,62,000/-, Application Form fee : Rs. 500/-, NOC Regularization fee : Rs. 21,000/-, Penalty Charges (Water Consent) : Rs. 3,600/- and Penalty Charges (Air Consent): Rs. 3,600/-, which is adequate up to 30/09/2028. Approved building plan:- The industry has also submitted building plan dated 25.05.2024 approved from competent person of Director of Factories under Punjab Factory Act Rule, 1948, Er. Adarsh Vir Gupta, S.C.O. 36, Surya Complex, Patiala. The industry was visited by this office on 28.05.2024 and contacted Sh. Ashwani Verma, partnerat site. During the visit, it was observed that: 1. The industry was in operation. 2. The industry has 7 no. open end machines, 10 no. cards, 5 no. draw frames,1 (One) Blow Room, 1 (One) humidification plantand 1 (One) rotary filter to control the fluff emissions. 3. There is no source of trade effluent generation. The source of water supply is 2 no. submersible pump which are equipped with flow meter. 4. The water is used for humidification in the process. 5. The domestic waste water generated from the premises is being treated in a septic tank and the overflow of this septic tank is pumped in the plantation area approximately1/4 acre land. 6. There are labour quarters inside the industry and around 45 persons are residing within the labour quarters out of total work force of around 60 workers.The industry is generating domestic effluent @ 5.5 KLD , which is being passed onto land for plantation. The area under plantation area is around 1/4 of acre. 7. The industry has not yet obtained permission from PWRDA as per latest guidelines of the Govt. 8. The industry has not installed ambient air quality monitoring stations inside its unit for regular monitoring of its air quality. However, theindustry has got the ambient Air Quality Monitoring conducted from NABL approved laboratory and submitted its report with the application. Further, Board has not monitor ambient air quality monitoring of the industry. 9. One no. rotary air filter is installed by the industry to control fluff emissions generated by the industry, which is adequate. 10. Cotton waste generated by the industry is being sold to the processors of cotton waste plant and the traders also. The industry is complying with the provisions the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. In view of above, it is recommended that: 1. PBIP needs to raise clarification for depositing the penalty fee of Rs. 7200/- under Water Act, 1974 and Air Act, 1981 alongwith NOC regularization fee of Rs. 21000/-. 2. Fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto30.09.2028for manufacturing of Cotton Yarn @ 25.0 Metric Tonnes/Day and Cotton Waste (Bye-product) @2.25 Metric Tonnes/day by using Cotton @ 27.777 Metric Tonnes/Day as raw material under orange category subject to suitable conditions and special conditions that: a) The industry shall shift its unit if the site of the industry comes under non conforming zone of master plan to be prepared by the authority concerned. b) The adequacy & efficacy of the sewage treatment facilities as well as arrangements for disposal of treated wastewater onto land for plantation / irrigation will be the entire responsibility of the industry. c) The industry shall re-circulate the entire water of humidification plant. d) The industry shall not discharge any effluent (treated or untreated) into any drain or in inland surface water at anytime or any other unauthorized place by any unauthorized means and will discharge its treated effluent onto land forplantation only. e) The entire cooling water used by the industry shall be re-circulated into the processes of the industry. f) No cooling water will be discharged by the industry. g) The industry shall for the purpose of measuring and recording the quantity of water consumed and effluentdischarged, affix electromagnetic flow meters of such standards and at such places as approved by the EnvironmentalEngineer, Punjab Pollution Control Board, Regional Office, Patiala. h) The industry shall not generate and discharge any trade effluent without the prior written permission of the Board. i) The industry shall conduct the Environment audit and submit audit report to the Board every year as required under Environment (Protection) Act, 1986. j) The industry shall obtain permission from PWRDA for the abstraction of ground water as per latest guidelines of the Govt.
