It is submitted that the industry is a Large Scale, Orange Category unit. Earlier the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH2/2020/12583989 dated 02.06.2020 and under the Air (Prevention & Control of Pollution) Act, 1981 vide No. CTOA/Varied/LDH2/2020/12584021 dated 02.06.2020 both valid upto 31.03.2025 for the manufacturing of Knitted Fabric @2.4 Metric Tonnes/Day, Garments @1390 Numbers/Day, Cuppes @0.035 Metric Tonnes/Day using Cotton Yarn @0.686 Metric Tonnes/Day, Polyester Yarn @ 1.92 Metric Tonnes/Day, Cloth for Garment @2.30 Metric Tonnes/Day as raw material.
The industry was visited by the AEE of this office on 22.11.2023 and industry was issued show cause notice with an opportunity of personal hearing before the Senior Environmental Engineer, Ludhiana on 02.01.2024 in which following decision were taken: -
1. The industry shall comply with the decisions of the personal hearing held on 09.11.2022 and shall apply for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, within 07 days.
2. The Environmental Engineer, Regional office shall visit the industry to verify contentions of the industry and submit further recommendations in view of land use pattern of area.
Now, the industry has applied varied consent to operate (due to expansion) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of knitted fabrics @ 3 Ton/Day, Garments @ 2200 Nos./Day and Cuppes 50 @ Kgs./day using Cotton Yarn @ 800 Kgs/Day, Polyester Yarn @ 2310 Kgs./Day, Cloth for Garments @ 3200 Kgs/Day as Raw Material alongwith requisite document and fee.
The industry was visited by the undersigned (AEE) of this office on 17.05.2024 to verify the facts at site and observed as under: -
1. The industry was in operation but washing process was not in operation.
2. The manufacturing process involves:
(a) Raw material Yarn Knitting Inspection Ready for delivery.
(b) Raw Material (Cloth from Market) Cutting Stitching Washing (for White Clothes only)Inspection Packing.
3. It has installed 2 washing machines of 10 kg each, 1 Hydro and 2 tumbler in its washing section.
4. The industry has installed the ETP consisting of Collection Tanks (2 Nos. PVC Stroage Tanks of Capacity 2000 lts. each) Reaction Tank Dosing Tanks Pre filtration Storage Tank ( 1 No. PVC Storage Tank of capacity 500 Lts) Sand Filter Carbon Filter M.G.Filter Sludge Drying Bed.
5. The samples of the treated trade effluent were collected during previous visit dated 22.11.2023. As per analysis report, the concentration of various parameters was pH=8.2, TSS=16 (mg/l), TDS=957 (mg/l), COD=36 (mg/l), BOD=10 (mg/l) and Oil & Grease = BDL, which were within the prescribed limits fixed by the Board.
6. It has installed the STP consisting of Collection Tank Primary Chamber Aeration Chamber Tube Settler Storage Sump Sand Filter Carbon Filter.
7. The samples of the treated domestic effluent were collected during visit dated 17.05.2024 and as per analysis report the concentration of general parameters was found - pH= 7.7, TSS =34 (mg/l), TDS=438 (mg/l), BOD = 13 (mg/l) which are within the prescribed limits fixed by the Board.
8. The industry has installed the water/Energy meter meters and energy of the same were as under:-
(A) Submersible pump = 3998.8 M3
(B) Out of ETP = 173.12 M3
(C) Outlet of STP = 1747.2 M3
(D) Sub Energy meter of ETP = 8692.9kWh.
(E) Sub Energy meter has been installed with its STP= 0040.1kWh.
(F) Water meter installed in washing section for fresh water supply= 1.2M3
9. As per record maintained by the industry the average discharge of the industry for the period 01.01.2024 to 17.05.2024 from the final outlet of ETP @ 1.29 KLD and from the final outlet of STP @ 12.11 KLD
10. The industry provided appox. 14000 sq.ft. Plantation area to discharge the treated trade and domestic effluent.
11. The industry has installed 03 diesel fired baby boilers with adequate stack height.
12. The industry has also installed 02 D.G. sets of capacity 320 KVA, & 500 KVA with canopy and adequate stack height.
13. As per DTP, Ludhiana Letter No. 966 dated 16.05.2003, the site of the industry falls in Industrial Zone.
14. The industry is not complying with the provisions under Water Act, 1974 but complying with the provisions of the Air Act, 1981.
15. At the time of obtaining previous consent, the fixed assets of the industry were Rs. 3343.37 Lacs as on 29.02.2020, out of which the value of Plant & Machinery of was of Rs. 2127.27 Lacs. Now the fixed assets of the industry have been increased to Rs. 5271.84 Lacs as on 31.03.2024, out of which the value of Plant & Machinery is Rs. 2743.76 Lacs i.e. Rs. 616.49 Lacs increased in Plant & Machinery Head. As per detail submitted by the industry it has installed non-polluting machinery in nature (Details may be viewed in attached Annexure in note history).
16. The industry has submitted approved building plan from the Competent Person approved by the Director of Factories, Punjab.
17. The industry has deposited Consent/NOC Fee as under: -
(A) UNDER WATER ACT, 1974
Rs. 4,02,500/- vide R.No. HDFCR52024050654640819 dated 06.05.2024
(Rs. 378000/- Water Consent fee + Rs. 24000/- NOC Regularization Fee+ Rs. 500/- Application fee)
(B) UNDER AIR ACT, 1981
Rs. 378000/- vide R No. HDFCR52024050654633293 dated 06.05.2024
18. The consent fee deposited by the industry is adequate upto 31.05.2029
Keeping in view of the above, it is recommended that consent to operate under Water (Prevention and Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for five years.
