It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/LDH1/2022/19171056 dated 22/07/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH1/2022/19171515 dated 22/07/2022 both valid upto 30/09/2027 for the manufacturing of Tractor parts & Accessories @ 20 MTD.
Now, the subject cited industry has applied for obtaining varied 'Consent to Operate' under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 2654.94 Lacs as on 31/03/2024 as per CA Certificate dated 10/05/2024, which is adequate upto 30/09/2029 under both Acts as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee.
To verify the compliance, undersigned alongwith Environmental Engineer has visited the industry on 23.04.2024 and it was observed that:
1. The industry was in operation during the visit & engaged in the manufacturing of tractor parts & accessories.
2. The industry has valid 'Consent to Operate' for 4 no. shot blasting machines, 6 no. oil fired furnaces and 2 no. normalizing furnaces but during visit, it was observed that the industry has installed 5 no. billet heaters, 2 no. oil fired furnaces (1 no. standby), 1 no. shot blasting machines without obtaining NOC modernization/expansion/varied 'Consent to Operate' of the Board.
3. Now, it has applied for obtaining varied 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 2 oil fired normalizing furnaces, 1 no. Shot blast machine, 1 no. oil fired forging furnace, 1 no. oil fired clevis furnace and 5 no. billet heaters.
4. The industry has installed 6 D.G. sets of capacity 125 KVA each are in acoustic room. The industry has 1 D.G. set of capacity 350 KVA with canopy & adequate stack height.
5. The industry has no source of trade effluent generation & only domestic effluent is being discharged into sewer.
In the subject cited case, the industry has mentioned ground water extraction @ 47 KLD. Considering 30 working days per month, ground water extraction will be 1175 KL/month, which is more than 300 KL/month. It has already obtained permission for ground water extraction @ 1410 KL/month from PWRDA vide no. GW/PWRDA/02/2024/L1/33 dated 07.02.2024 valid upto 06.02.2027.
It is therefore recommended that varied 'Consent to Operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2029 with suitable conditions as per policy of the Board. |
