It is submitted that the industry was granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH1/2019/10338192 dated 01/11/2019 valid upto 30/06/2024 for manufacturing of Dyeing & finishing of cloth @ 6500 Kg/day by operating the industry on single shift. However, it has valid 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 for Dyeing & Finishing For All Type of Fabrics (Polyester, PC, Cotton) @ 10000 Kgs/day.
It is pertinent to mention here that the industry had already obtained varied 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 by doubling its production by operating the industry on double shift basis. However, it had not obtained varied 'Consent to Operate' under Air (Prevention & Control of Pollution) Act, 1981.
Now, the subject cited industry has applied for obtaining varied consent to operate under the Air (Prevention & Control of Pollution) Act, 1981. The industry has earlier deposited consent fee against the un-depreciated fixed assets of Rs. 4112.24 Lacs as on 30/06/2023 as per CA Certificate dated 20/07/2023, which is adequate upto 30/06/2029 under Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee.
The industry was visited by undersigned on 29.05.2024 and it was observed as under:
1. The industry is a dyeing unit and was in operation during the visit.
2. It is engaged in manufacturing of Dyeing & Finishing for All Type of Fabrics (Polyester, PC, Cotton) 10 Ton/Day by using raw material as Acetic Acid @ 200 Kgs/Day, Comman Salt @ 70 Kgs/Day, Soap @ 350 Kgs/Day, Cloths @ 10 Ton/Day, Dyes @ 120 Kgs/Day.
3. The industry has installed soft flow machines, (1 x 1000 Kg), (2 x 700 Kg), (3 x 500 Kg), (4 x 400 Kg), (2 x 350 Kg), (4 x 250 Kg), (1 x 200 Kg), (1 x 150 Kg), (1 x 80 Kg) and (1 x 20 Kg).
4. The industry has installed 1 no. thermopac of capacity 4000 U & 1 no. boiler of capacity 8.0 TPH with Twin Cyclone followed by double stage alkali scrubber as APCD & is using Pet Coke as fuel.
5. The APCD was in operation and caustic dosing was being done during visit. The SO2 meter was also in operation.
6. As per analysis results of sample collected on 29.05.2024 during visit from port hole of common stack after APCD (Thermopack @ 4000 U and Boiler @ 8 TPH), SPM is reported as 139 mg/Nm3 and SO2 is reported as 209 mg/Nm3, which is within prescribed standards of the Board.
7. The industry has connected its trade effluent to CETP 40 MLD.
It is therefore recommended that varied 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2029 with suitable conditions as per policy of the Board.
