The industry is a small scale red category ‘dyeing unit’ and was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2019/9774618 dated 21.06.2019 valid upto 30.06.2023 for Dyeing of Acrylic/ Polyster Yarn @ 1650 Kg /day along with discharge of trade effluent @ 150 KLD into sewer after treatment through ETP & domestic effluent @ 0.5 KLD into sewer……………………..
Now, the industry has applied for Varied 'Consents to Operate' under the Water (Prevention & Control of Pollution) Act 1974 through OCMMS for Dyeing of Acrylic/Fancy Yarn @ 3240 Kg/day along with discharge of trade effluent @ 210 KLD & domestic effluent @ 5.0 KLD into conveyance system of 50 MLD CETP……………………...
The industry has deposited consent fee, which is adequate upto 30.06.2029 as verified by the Regional Office.……………………...
The industry was issued show cause notice for refusal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 to submit DEMAT certificate within 07 days.
Now, Regional Office has submitted the reply in annotated form and attached herewith. the industry has submitted DEMAT certificate of 216 KLD from Company Secretary……………….
The industry has submitted DTP certificate issued vide no. 08/DTP(L)/M2A dated 02.01.2018 and as per this certificate, the site of the industry falls in “Industrial Zone” as per Approved Master Plan, Ludhiana (2007-31)……………………………….
Also, Regional Office reported that the entire Geeta Nagar Area was inspected on 14 & 15 May, 2024 along with MC Officials and it was observed that the industry has not maintained any connection with MC sewer…………………..
It is pertinent to mention here that it was decided as under in the e-noting no. 19582356…………
“It shall be ensured that no further CTE/CTO for any new/expansion of dyeing units shall be given without the permission from Head office.”
Thus, the competency to decide the case falls with Worthy Chairman of the Board.
May if approved, Varied ‘Consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 may be granted for period upto 30.06.2029 for Dyeing of Acrylic/Fancy Yarn @ 3240 Kg/day along with discharge of trade effluent @ 210 KLD & domestic effluent @ 5.0 KLD into conveyance system of 50 MLD CETP subject to the condition that:
a) The industry shall the make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of CETP.
b) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.
c) The industry shall maintain the record of flow meter installed at outlet leading to CETP.
d) The industry shall not generate/discharge trade & domestic effluent more than consent granted.
e) The industry shall not install any new dyeing/ water polluting machinery without permission of the Board.
f) The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit.
g) The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyance system.
h) The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR.
i) The industry will install EMF at inlet water supply also within 01 month
The industry shall make adequate arrangements to minimize the consumption of fresh water.
