File Note: It is intimated that the industry is a small scale red category dyeing unit and was granted consent to operate under the Air Act, 1981 vide no. CTOA/Renewal/LDH3/2022/18260791 dated 24.05.2022 for dyeing of yarn/cloth @ 3700 kgs/day with the operation of one package boiler of capacity 6.0 T/day with cyclone as APCD, which was valid upto 30.06.2025. Earlier, the industry was visited by officer of this office on 20.12.2023 to verify the complaint received from the office of Sh. Madan Lal Bagga, MLA, Ludhiana (North) regarding problem of fly ash and black emissions in the area around Bahadurke Dyeing Complex. During visit it was observed that the industry was in operation and the same was engaged in the process of dyeing of cloth/yarn. The industry has installed one boiler of capacity 6.0 TPH with separate cyclone as APCD. During visit fuel ash and dust particles of stored fuel were found here & there all around the boiler section as well as industry was using fuel of sub- standard in its boiler. The industry was found violating the provisions of Air Act, 1981. Accordingly, the industry was given personal hearing given before the Chief Environmental Engineer, Ludhiana w.r.t. u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 alongwith show cause notice for cancellation of consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 on 23.01.2024. After hearing Competent Authority of the Board was decided as under:- 1. Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 be cancelled. 2. The industry shall submit, within 07 days, a Bank Guarantee of Rs. 25,000 /- as an assurance not to emit black smoke from its furnace at any time in future. 3. The Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry on surprise basis three times and recommend further action in the matter for release of Bank Guarantee accordingly. 4. The industry shall apply for fresh consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 for actual fuel to be / being used in the boiler. 5. It was made clear that in case the industry is found emitting black smoke, the Board shall feel constrained to confirm the proposed directions without any further notice opportunity. In compliance of the decision no. 1 consent to operate under Air (Prevention & Control of Pollution) Act, 1981 granted to the industry was cancelled vide Boards letter no. 835 dated 06.02.2024. And in compliance of decision mentioned at S.no. 2, industry has submitted a bank guarantee of Rs. 25000/- in this office. Now, the industry has applied for fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for dyeing of yarn/cloth @ 3700 kgs/day with the operation of one package boiler of capacity 6.0 T/day followed by separate cyclone as APCD. The industry had already deposited Rs. 27,000/- vide UTR No. 000356500763dated 30.07.2021 under Air Act, 1981, which is adequate upto 30.04.2026. The industry was visited by AEE of this office on 06.06.2024 and observed that:- 1. The industry was in operation during the visit and the same was engaged in the process of dyeing of yarn/cloth. 2. The industry has installed 13 soft flow dyeing machines of capacities (3x450 Kg, 5x300Kg, 4x250 Kg & 01x50 Kg sampling machines) in its premises. 3. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. 4. The industry has installed one package boiler of capacity 6.0 T/day with cyclone as APCD with the stack of boiler with adequate stack height alongwith proper sampling arrangements. The industry was using rice husk as fuel in its boiler 5. Now industry was using goof quality fuel i.e rise husk and improved the housekeeping around boiler area. Further stack of the boiler was almost clear as no dark/ dense smoke was being emitted from the stack during the visit. 6. The industry has installed one no. DG set of capacity 125 KVA which is equipped with canopy. 7. The industry is complying with the provisions of Air (Prevention & Control of Pollution) Act, 1981. In view of the above, it is recommended fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for dyed PC/Polyester Cloth @ 8 T/day for the period of one year with special conditions that:- 1. The industry shall newer use fuel of sub standard quality. 2. The industry shall got analyzed its air emission samples from the Board's lab within 03 months.
