Sir, the project proponent has applied for Consent to establish (NOC) under the provisions of the Water Act, 1974 and Air Act, 1981 for setting up a unit for Dyeing of Polyester/ PC Cloth @ 4 TPD By Using Polyester/PC Cloth @ 5 T/Day, SALT @ 400 Kgs/Day and Dyes And Chemical @ 150 Kgs/day.
The industry has filled online application form, Brief project report, site plan location plan, manufacturing process flow chart, DTP letter bearing no. 951 dated 19.04.2024, partnership deed, feasibility report of ETP and boiler.
The adequacy of fee deposited by the industry is upto 31.03.2025.
The industry was visited by RO on 03.06.2024 and it was reported as under:-
1. The project proponent has earmarked the boundary of the proposed industry and no construction work has been started.
2. The project proponent has proposed to install ETP of capacity 300 KLD comprising of following components:- Collection – cum equalization tank - chemical dozing – floculator - primary tube settler - aeration tank - secondary tube settler - prefilteration tank - MGF, ACF.
3. In the project report the industry has proposed to install soft flow machines of capacity 400 kg x 2, 300 kg x 3 and 150 kg x 2. The proposed discharge of effluent from these machine will be 160 KLD
4. As per the application the Dyeing of DYEING OF POLYESTER/PC CLOTH @ 4 TPD will be carried out by installing following soft flow machine. • 400 kg soft flow x 2 no. • 300 kg soft flow x 3 no. • 150 kg soft flow x 2 no.
5. 6. As per the above mentioned proposed machinery, the effluent generation will be 160.0 KLD and industry has proposed to develop 2.0 acre plantation area as per karnal technology, which is sufficient for propose discharge.
7. The project proponent has proposed to install septic tank for treatment of domestic effluent @ 1.8 KLD. The effluent after septic tank will be discharge onto land for plantation.
8. The project proponent has proposed to install 1 boiler of capacity 6 TPH, which will be Rice Husk fired.
9. The project proponent has proposed to install 1 D.G set of capacity 200 KVA with canopy provided and adequate stack height.
10. The project proponent has proposed to install cyclone separator as APCD along with stack of adequate and proper sampling arrangements.
11. The project proponent has submitted DTP letter bearing no. 951 dated 19.04.2024, which is mentioned the industry falls under the Industrial Zone.
12. The site is suitable for such types of establishments.
In view of above, it is recommended that the industry may be granted 'Consent to establish' (NOC for first time) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 1 year for Dyeing of polyester/ pc cloth @ 4 TPD with discharge of trade effluent @ 160 KLD onto land for plantation and installation of boiler of 6 TPH capacity with Rice husk as fuel with suitable conditions as per policy of the Board and special condition that the industry shall develop adequate plantation area for discharge of treated trade effluent, please.
