Paramjeet Singh, Senior Environmental Engineer, Zonal Office-1, Ludhiana Er. Pardeep Balu, Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana On behalf of the industry Sh. Rupinderjit Singh, Authorized Signatory The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the project proponent has applied for extension in validity period Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The 'Consent to Establish' (NOC) application of the industry has been perused and it has been observed as under: 1. The site is situated on right hand side on Ludhiana-Chandigarh Road at Village Bondli, tehsil Samrala. 2. The project proponent has not developed the Plantation area to dispose of the treated during validity of 'Consent to Establish' (NOC). 3. The project proponent has not intimated the distance of land for discharge of domestic effluent from colony and mode of disposal of effluent. 4. The project proponent has not submitted proposal to dispose off the Municipal Solid Waste Generation from the project. 5. One acre of land earmarked for plantation has not been shown on the map of the project at the time of obtaining NOC of the Board. Now, as per sketch submitted by the PP the plantation land has been shown just opposite the project site across the national highway. But, no approval from the National Highway Authority of India has been submitted. In view of above, show cause notice for refusal of 'Consent to Establish' (NOC) under the Water Act, 1974 and Air Act, 1981 was issued to industry with hearing before the CEE, Ludhiana on 06.06.2024. Sh. Rupinderjit Singh, Authorized Signatory of the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the project M/s Ashoka Kharar Ludhiana Road Ltd was awarded the project for 4/6/ Laning of Kharar to Ludhiana section of NH-95 (New NH-05) from Kharar Km. 10+185 to Samrala chowk, Ludhiana Kn. 86+199 in the state of Punjab, by National Highway Authority of India. They will discharge the treated effluent using installed drainage pipes underneath the National Highway and these utility pipes are installed for purpose of utility. This has already been brought to the attention of National Highway Authority of India as well as the Concessionaire of the project and M/s Ashoka have no objection to the same. After hearing the industry, officer of the Board and considering background of the case and material facts on the record, the Chief Environmental Engineer of the Board decided that 'Consent to Establish' (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be extended to the project proponent for one year. Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
