• The project proponent has applied for obtaining Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to the Board through OCMMS of the Board for the establishment of a new unit at Village Hardo Sangha, Mehatpur Talwan road, Tehsil Phillaur, District Jalandhar for proposed to manufacturing of Sorted Raw Rice with Dryer @ 4.0 TPH, Rice Bran @ 0.24 TPH, Rice Husk @ 1.32 TPH and Paddy @ 6.0 TPH as raw material under Orange category.
• The industry has deposited NOC fee of Rs. 8400/- & Rs. 500/- as form fee vide Receipt No.
933635698 Dated 20.05.2024. Adequate for one year.
• To verify the facts, the site was visited by officer of this office on 28.05.2024 and it was observed as under: -
1. The site is located in the revenue estate of Village Hardo Sangha, Mehatpur Talwan Road, Tehsil Phillaur, District Jalandhar.
2. The industry has not started construction work at site.
3. The industry has proposed to use 1.0 KLD of water for domestic use, thus only domestic effluent @ 0.6 KLD will be discharged onto land for plantation after passing through septic tank. There will be no generation of trade effluent at site.
4. The industry has proposed to install 1 no. of Dryer section & 1 no. of Shelling section with cyclone separator as APCD.
5. The project proponent has submitted DTP letter vide no. 345 dated 11.03.2024, which is reproduced as under:-
1. ਸਾਈਟ ਦਾ ਕੁੱਲ ਰਕਬਾ 3.13 ਏਕੜ੍ਹ ਹੈ । ਪ੍ਰਾਰਥੀ ਵਲੋਂ ਆਨਲਾਈਨ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜ਼ਾਂ ਅਨੁਸਾਰ ਸਾਈਟ ਪਿੰਡ ਹਰਦੋ ਸੰਘਾ ਤੋਂ ਗਦਰਾ ਨੂੰ ਜਾਂਦੀ 22’-0” ਚੌੜੀ ਲਿੰਕ ਰੇਡ ਤੋ ਲਗਭਗ 670 ਮੀਟਰ ਦੂਰੀ ਤੋ ਖੱਬੇ ਪਾਸੇ ਪਿੰਡ ਹਰਦੋ ਸੰਘਾ (ਹ.ਬ.ਨੰ. 84) ਤਹਿਸੀਲ ਫਿਲੋਰ ਜਿਲ੍ਹਾ ਜਲੰਧਰ ਦੀ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਵਿੱਚ (Rice Sheller) ਦੀ ਸਥਾਪਨਾ ਕੀਤੀ ਜਾਣੀ ਹੈ । ਮੌਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਸਾਈਟ ਖਾਲੀ ਹੈ ।
2. ਇਹ ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ ਨੂਰਮਹਿਲ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲੈਨ ਅਜੇ ਤਿਆਰ ਕੀਤਾ ਜਾਣਾ ਹੈ । ਮਾਸਟਰ ਪਲੈਨ ਨੂਰਮਹਿਲ ਨੋਟੀਫਾਈਡ ਹੋਣ ਉਪਰੰਤ ਜੇਕਰ ਪ੍ਰਾਰਥੀ ਦੀ ਇਕਾਈ Non Confirming Land Use Zone ਵਿੱਚ ਆਉਂਦੀ ਹੈ ਤਾਂ ਪ੍ਰਾਰਥੀ “ Punjab Regional and Town Planning and Development Act, 1995” ਦੇ section-79 ਅਤੇ ਬਾਕੀ ਦੇ ਸਾਰੇ ਉਪਬੰਧਾਂ ਨੂੰ ਮੰਨਣ ਦੇ ਪਾਬੰਦ ਹੋਣ ਬਾਰੇ ਪ੍ਰਾਰਥੀ ਨੂੰ ਜਾਣੂ/ਸ਼ਰਤ ਲਗਾਉਣੀ ਬਣਦੀ ਹੈ ।
3. ਸਾਈਟ ਨੂੰ ਅਪਰੋਚ ਰੈਵੀਨਿਊ ਦਸਤਾਵੇਜ਼ ਅਤੇ ਮੌਕਾਂ ਰਿਪੋਰਟ ਅੰਨੁਸਾਰ 22’-0” (4 ਕਰਮ) ਚੋੜੀ ਲਿੰਕ ਰੋਡ ਤੋਂ ਲਈ ਗਈ ਹੈ । ਯੂਨੀਫਾਈਡ ਜ਼ੋਨਿੰਗ ਰੈਗੂਲੇਸ਼ਨ ਅਨੁਸਾਰ 22’-0” ਚੋੜੀ ਲਿੰਕ ਰੋਡ ਨੂੰ 60 ਫੁੱਟ ਚੋੜਾ ਕਰਨ ਲਈ ਬਾਕੀ ਸਬੰਧਿਤ ਵਿਭਾਗਾਂ ਪਾਸੋ ਐਨਓਸੀ ਲੈਣ ਉਪਰੰਤ ਹੀ ਪ੍ਰਾਰਥੀ ਆਪਣੇ ਰਕਬੇ ਵਿਚੋਂ ਸਰਕਾਰ ਦੇ ਹੁਕਮਾਂ ਅਨੁਸਾਰ ਬਿਨਾ ਕਲੇਮ ਲਏ 19’-0” ਦੀ ਰੋਡ ਵਾਈਡਨਿੰਗ ਸਟਰਿੱਪ ਛੱਡਣ ਉਪਰੰਤ ਹੀ ਮੌਕੇ ਤੇ ਉਸਾਰੀ ਕਰਨ ਦੇ ਪਾਬੰਦ ਹੋਵੇਗੇ ਸਾਈਟ ਦੀ ਉੱਤਰੀ ਬਾਹੀ ਨਾਲ ਹਰਦੋ ਸੰਘਾ ਤੋਂ ਪਿੰਡ ਤਲਵਾਂ ਨੂੰ ਜਾਂਦੀ 27’-6” ਚੋੜੀ ਲਿੰਕ ਰੋਡ ਲੱਗਦੀ ਹੈ, ਜਿਸ ਨੂੰ ਪ੍ਰਾਰਥੀ ਵੱਲੋ 60’-0” ਚੋੜਾ ਕਰਨ ਲਈ 16’-3” ਦੀ ਰੋਡ ਵਾਈਡਨਿੰਗ ਸਟਰਿੱਪ ਵੀ ਛੱਡਣੀ ਬਣਦੀ ਹੈ । ਸਾਈਟ ਦਾ ਫਰੰਟੇਜ਼ (220’-0”, 41’-0”) ਅਤੇ ਰਕਬਾ (3.13 ਏਕੜ) ਵਿਭਾਗੀ ਗਾਈਡਲਾਈਨਾਂ ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਕਰਦਾ ਹੈ ।
6. The proposed site of the industry meets with the siting guidelines framed by the Board for establishment of rice sheller. The detailed status report w.r.t. siting guidelines as per the report signed by the Naib Tehsildar , Noormahal dated 17.05.02024, which is reproduced as under:-
ਬੇਨਤੀ ਹੈ ਕਿ ਫਰਮ ਫਰੈਂਡਸ ਐਗਰੋ ਫੂਡਸ ਪਿੰਡ ਹਰਦੋਸੰਘਾ ਤਹਿਸੀਲ ਫਿਲੌਰ ਦੀ ਜਮੀਨ ਵਾਕਿਆ ਪਿੰਡ ਹਰਦੋਸੰਘਾ ਤਹਿਸੀਲ ਫਿਲੌਰ ਵਿਖੇ ਮੋਜੂਦ ਹੈ ਅਤੇ ਬਿਨੈਕਾਰ ਇਸ ਫਾਰਮ ਦਾ ਪਾਰਟਨਰ ਹੈ । ਜਿਸ ਦਾ ਖਾਤਾ ਨੰਬਰ 229/273 ਨੰਬਰਾਹ ਖਸਰਾ 367/1(4-14), 390(7-2), 794/391(4-10) ਕੁੱਲ 16 ਕਨਾਲ 06
ਮਰਲੇ ਚਾਹੀ ਸਾਲਮ ਅਤੇ ਖਾਤਾ ਨੰਬਰ 228/272 ਨੰਬਰ ਕਿਲਾ 404(8-0) ਚਾਹੀ ਦਾ 42139/62640 ਹਿਸਾ ਬਕਦਰ 5 ਕਨਾਲ 08 ਮਰਲੇ ਅਤੇ ਖਾਤਾ ਨੰਬਰ 227/271 ਨੰਬਰ ਖਸਰਾ 391/1(3-10) ਚਾਹੀ ਸਾਲਮ ਅਤੇ ਨੰਬਰ ਖਸਰਾ 792/366(2-9) ਚਾਹੀ ਦਾ 58407/76734 ਹਿਸਾ ਬਕਦਰ 1 ਕਨਾਲ 17 ਮਰਲੇ ਅਤੇ ਖਾਤਾ ਨੰਬਰ 226/270 ਨੰਬਰ ਖਸਰਾ 791/366(5-11) ਚਾਹੀ ਦਾ 29/111 ਹਿਸਾ ਬਕਦਰ 1 ਕਨਾਲ 09 ਮਰਲੇ ਕੁੱਲ ਜਮੀਨ 28 ਕਨਾਲ 10 ਮਰਲੇ ਵਾਕਿਆ ਪਿੰਡ ਹਰਦੋਸੰਘਾ ਤਹਿਸੀਲ ਫਿਲੌਰ ਹੈ । ਮੋਕੇ ਤੇ ਮਾਲਕੀ ਫਰਮ ਫਰੈਂਡਸ ਐਗਰੋ ਫੂਡਸ ਪਿੰਡ ਹਰਦੋਸੰਘਾ ਦੀ ਹੈ ਅਤੇ ਫਰਮ ਦਾ ਹੀ ਕਬਜਾ ਹੈ ।
ਇਹ ਸਾਰੀ ਜਾਇਦਾਦ ਦਾ ਕੋਈ ਝਗੜਾ ਦਾਅਵਾ ਨਹੀਂ ਚਲਦਾ ਹੈ । ਮੈਨੂੰ ਹੇਠ ਲਿਖੇ ਨੁਕਤਿਆਂ ਦੀ ਸੀ. ਆਰ. ੳ. ਰਿਪੋਰਟ ਲੋੜੀਦੀ ਹੈ । ਵੇਰਵਾ ਇਸ ਤਰਾਂ ਹੈ ।
1. ਮਲਕੀਅਤ ਅਧੀਨ ਕੁੱਲ 28 ਰਕਬਾ 10 ਕਨਾਲ ਮਰਲੇ ਹੈ । ਪਰੰਤੂ ਸ਼ੈਲਰ ਲਈ ਸੀ ਐਲ ਯੂ ਸਿਰਫ 25 ਕਨਾਲ ਲਈ ਹੈ । ਇਹ ਰਕਬਾ ਇਕ ਟੱਕ ਜਮੀਨ ਹੈ ।
2. ਇਹ ਨੰਬਰ ਖਸਰਾ ਪਿੰਡ ਹਰਦੋਸੰਘਾ ਦੀ ਲਾਲ ਡੋਰੀ ਤੋਂ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿਚ ਨਹੀਂ ਆਉਦਾ ਹੈ । ਇਹਨਾਂ ਨੰਬਰਾ ਦੇ ਉਪਰ ਕੋਈ ਕਰਜਾ ਨਹੀਂ ਹੈ ।
3. ਇਹ ਰਕਬਾ ਪਿੰਡ ਗਦਰਾ ਦੀ ਫਿਰਨੀ ਤੋਂ 470 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਹੈ ਅਤੇ ਬਾਕੀ ਲਾਗੇ ਪਿੰਡਾਂ ਤੋਂ 500 ਮੀਟਰ ਤੋਂ ਦੂਰ ਹੈ । ਇਹ ਸ਼ੈਲਰ ਦਾ ਮਿਲਿੰਗ ਸਕਸ਼ਨ ਅਤੇ ਚਿਮਨੀ ਖਸਰਾ ਨੰਬਰ 391/2 ਵਿਚ ਪੈਂਦਾ ਹੈ ਜਿਸ ਖਸਰੇ ਨੰਬਰ ਦੀ ਹੱਦ ਪਿੰਡ ਗਦਰਾ ਦੀ ਫਿਰਨੀ ਤੋਂ 508 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਹੈ ।
4. ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਜੰਗਲੀਜੀਵ ਅਸਥਾਨ ਨਹੀਂ ਹੈ ।
5. ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਹਿਸਟੋਰੀਕਲ ਏਰੀਆ ਨਹੀਂ ਹੈ ।
6. ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਵਿਦਿਅੱਕ ਅਦਾਰਾ ਨਹੀਂ ਹੈ ।
7. ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਇਤਿਹਾਸਕ ਜਗ੍ਹਾ ਨਹੀਂ ਹੈ ।
8. ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਪ੍ਰਾਚੀਨ ਧਾਰਮਿਕ ਅਸਥਾਨ ਨਹੀਂ ਹੈ ।
9. ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਪਰੋਟਿਕਟਿਡ ਮੁਮੈਂਟ ਨਹੀਂ ਹੈ ।
10. ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਪੰਜਾਬ ਅਰਬਨ ਪਲੈਨਿਨਗ ਪਲੈਨਿੰਗ ਡਿਵੈਲਪਮੈਂਟ ਅਥਾਰਟੀ/ ਪੁਡਾ, ਮਿਊਸੀਪਲ ਕਾਰਪੋਰੇਸ਼ਨ ਮਿਊਸੀਪਲ ਕੋਂਸਲ/ ਇੰਪਰੂਵਮੈਂਟ ਟਰਸਟ ਅਤੇ ਅਥਾਰਟੀ ਏਜੰਸੀ ਦਾ ਏਰੀਆ ਨਹੀਂ ਪੈਂਦਾ ਹੈ ।
11. ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਵੀ ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ ਨਹੀਂ ਹੈ ।
ਲਿਹਾਜਾ ਰਿਪੋਰਟ ਯੋਗ ਕਾਰਵਾਈ ਲਈ ਪੇਸ਼ ਹੈ ਜੀ ।
From the above, it is clear that the proposed site of the industry is meeting with the specific siting guidelines prescribed by the Board for the establishment of a rice sheller, as per order dated 13.09.2006 as amended on 15.10.2013 and further amended on 05.08.2021, as the source or pollution i.e. milling section, Dryer section & chimney is proposed to be installed in Khasra No. 391/2 at a distance of more than 508 mtr towards village Phirni/Lal Lakir.
Further the project proponent submitted affidavit in which it is mentioned that: -
ਮੈਂ ਨਵਨੀਤ ਸਿੰਘ ਸੇਖੋਂ ਪੁੱਤਰ ਸ਼੍ਰੀ ਬਲਦੇਵ ਸਿੰਘ ਵਾਸੀ ਸਹਿਣਾ ਪੱਤੀ ਉਪੱਲ ਤਹਿਸੀਲ ਤਪਾ ਜਿਲਾ ਬਰਨਾਲਾ ਦਾ ਰਹਿਣ ਵਾਲਾ ਹਾਂ ਅਤੇ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ ਹਲਫੀਆ ਬਿਆਨ ਕਰਦਾਂ ਹਾਂ-
1. ਇਹ ਕਿ ਮੈਂ ਮੈਸ: ਫਰੈਂਡਸ ਐਗਰੋ ਫੂਡਸ ਪਿੰਡ ਹਰਦੋਸੰਘਾ ਤਹਿਸੀਲ ਫਿਲੌਰ ਜਿਲ੍ਹਾ ਜਲੰਧਰ ਦਾ ਹਿੱਸੇਦਾਰ ਹਾਂ ।
2. ਇਹ ਕਿ ਪਟਵਾਰੀ ਦੀ ਰਕਬਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਮੇਰੇ ਸ਼ੈਲਰ ਦਾ ਰਕਬਾ ਪਿੰਡ ਗਦਰੇ ਦੀ ਫਿਰਨੀ ਤੋਂ 470 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਹੈ ਅਤੇ ਬਾਕੀ ਲਾਗਲੇ ਪਿੰਡਾਂ ਤੋਂ 500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰ ਹੈ । ਮੇਰੇ ਸ਼ੈਲਰ ਦਾ ਮਿਲਿੰਗ ਸ਼ੈਕਸ਼ਨ ਅਤੇ ਚਿਮਨੀ ਖਸਰਾ ਨੰਬਰ 391/2 ਵਿੱਚ ਪੈਂਦਾ ਹੈ । ਜਿਸ ਖਸਰਾ ਨੰਬਰ ਦੀ ਹੱਦ ਪਿੰਡ ਗਦਰੇ ਦੀ ਫਿਰਨੀ ਤੋਂ 508 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਹੈ ।
3. ਇਹ ਕਿ ਜੇਕਰ ਇਸ ਵਿੱਚ ਕੁੱਝ ਗਲਤ ਪਾਇਆ ਜਾਂਦਾ ਹੈ ਅਤੇ ਜੇਕਰ ਕਿਸੇ ਵਿਭਾਗ ਵੱਲੋਂ ਕੋਈ ਕਾਰਵਾਈ ਹੁੰਦੀ ਹੈ ਤਾਂ ਉਸਦੇ ਅਸੀਂ ਖੁਦ ਜਿਮੇਵਾਰ ਹੋਵਾਂਗੇ ।
4. ਇਹ ਕਿ ਸਾਡੇ ਵੱਲੋਂ ਜੋ ਵੀ ਰਿਪੋਰਟਾਂ ਕਰਵਾਈਆਂ ਗਈਆਂ ਹਨ, ਜੇਕਰ ਇਸ ਵਿੱਚ ਕੁੱਝ ਗਲਤ ਪਾਇਆ ਜਾਂਦਾ ਹੈ ਅਤੇ ਜੇਕਰ ਕਿਸੇ ਵਿਭਾਗ ਵਲੋ ਕੋਈ ਕਾਰਵਾਈ ਹੁੰਦੀ ਹੈ ਤਾਂ ਉਸਦੇ ਅਸੀਂ ਖੁਦ ਜਿਮੇਵਾਰ ਹੋਵਾਂਗੇ ।
5. ਇਹ ਕਿ ਉਕਤ ਦੱਸੇ ਗਏ ਅਨੁਸਾਰ ਮਿਲਿੰਗ ਸ਼ੈਕਸ਼ਨ, ਡਰਾਅਰ ਅਤੇ ਚਿਮਨੀ ਖਸਰਾ ਨੰਬਰ 391/2 ਵਿੱਚ ਤਿਆਰ ਹੋਵੇਗੀ । ਜਿਸਦੀ ਦੂਰੀ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਤੋਂ ਬਾਹਰ ਹੈ । ਸ਼ੈਲਰ ਦਾ ਨਕਸ਼ਾ ਨਾਲ ਨੱਥੀ ਹੈ । ਜੇਕਰ ਬਾਅਦ ਵਿੱਚ ਅਸੀ ਨਕਸ਼ੇ ਵਿੱਚ ਮਿਲਿੰਗ ਸ਼ੈਕਸ਼ਨ, ਡਰਾਅਰ ਅਤੇ ਚਿਮਨੀ ਦੀ ਤਿਆਰੀ ਵਿੱਚ ਕੋਈ ਬਦਲਾਅ ਕਰਦੇ ਹਾਂ, ਜਿਸਦੀ ਦੂਰੀ 500 ਮੀਟਰ ਤੋਂ ਘੱਟ ਜਾਂਦੀ ਹੈ ਤਾਂ ਵਿਭਾਗ ਵੱਲੋਂ ਹੋਣ ਵਾਲੀ ਕਾਰਵਾਈ ਦੇ ਅਸੀਂ ਖੁਦ ਜਿਮੇਵਾਰ ਹੋਵਾਂਗੇ ।
Keeping in view of above, it is recommended that the consent to establish (NOC) for setting up of rice sheller unit at its proposed site located in revenue estate of Village Hardo Sangha, Mehatpur Talwan road, Tehsil Phillaur, District Jalandhar for proposed to manufacturing of Sorted Raw Rice @ 4.0 TPH, Rice Bran @ 0.24 TPH, Rice Husk @ 1.32 TPH and Paddy @ 6.0 TPH as raw material under Orange category may be granted to the industry with suitable conditions as per policy of the Board and special condition that: -
1. CTE/NOC has been granted on the basis of documents submitted by the project proponent and he shall obtain permission from Director of Factories regarding establishment of said unit in compliance of Govt. of Punjab notification no. 13/41/2021-6Hg2/2684 dated 19.10.2022.
2. The project proponent shall install adequate and appropriate pollution control devices, ensure compliance of Code of Practices prescribed for such units and obtain prior Consent to Operate from the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 before the commencement of operation of the rice sheller.
3. The industry will be bound to comply with the zoning regulation of the master plan in force and the grant of consent by the Board will not vest any right on the industry w.r.t. other stipulations by any authority or the zoning regulations of the master plan.
4. The Consent to Establish (NOC) has been granted on the basis of documents/report submitted by the project proponent, from the Naib Tehsildar, Noormahal and DTP Jalandhar, In future, if any document/information submitted is found wrong or the industry is found creating nuisance in its vicinity due to its operation, the Board reserves the right or to revoke/cancel the Consent to Establish (NOC) without giving any notice/opportunity to the project proponent.

The project proponent shall install its rice sheller unit in the ਖਾਤਾ ਨੰਬਰ 229/273 ਨੰਬਰਾਹ ਖਸਰਾ 367/1(4-14), 390(7-2), 794/391(4-10) ਕੁੱਲ 16 ਕਨਾਲ 06 ਮਰਲੇ ਚਾਹੀ ਸਾਲਮ ਅਤੇ ਖਾਤਾ ਨੰਬਰ 228/272 ਨੰਬਰ ਕਿਲਾ 404(8-0) ਚਾਹੀ ਦਾ 42139/62640 ਹਿਸਾ ਬਕਦਰ 5 ਕਨਾਲ 08 ਮਰਲੇ ਅਤੇ ਖਾਤਾ ਨੰਬਰ 227/271 ਨੰਬਰ ਖਸਰਾ 391/1(3-10) ਚਾਹੀ ਸਾਲਮ ਅਤੇ ਨੰਬਰ ਖਸਰਾ 792/366(2-9) ਚਾਹੀ ਦਾ 58407/76734 ਹਿਸਾ ਬਕਦਰ 1 ਕਨਾਲ 17 ਮਰਲੇ ਅਤੇ ਖਾਤਾ ਨੰਬਰ 226/270 ਨੰਬਰ ਖਸਰਾ 791/366(5-11) ਚਾਹੀ ਦਾ 29/111 ਹਿਸਾ ਬਕਦਰ 1 ਕਨਾਲ 09 ਮਰਲੇ ਕੁੱਲ ਜਮੀਨ 28 ਕਨਾਲ 10 ਮਰਲੇ ਵਾਕਿਆ ਪਿੰਡ ਹਰਦੋਸੰਘਾ ਤਹਿਸੀਲ ਫਿਲੌਰ ਹੈ । As mentioned in the letter dated 06.06.2024 issued by Naib Tehsildar Noormahal.
6. The Milling section, Mechanical Dryer & chimney/APCD will only be installed at location with Khasra No. 391/2 which is beyond 500 meter distance from any nearby villages/Phirni/Lal Lakir/Designated Residential area. of the proposal as submitted by the industry and mentioned in the report of Naib Tehsildar Noormahal regarding distance from various points.
7. The project proponent shall submit certificate from revenue authority i.e. Tehsildar regarding construction of Milling section, Dryer section & chimney/ APCD in khasra No. 391/2 which is at a distance of more than 500 meter from nearby residential area/ Lal Lakir/ Phirni of any village after its construction/Installation & before its commissioning at the time of applying CTO & in case the same is found to be installed at a distance less than the above mentioned point than CTO will be refused and NOC granted will be revoked. The Board shall not be responsible for any financial loss incurred by project proponent in such case.
