It is submitted that the PETS is carrying out modification in the CETP due to various reasons which include change in process in tanneries due to which chemical use in the leather processing have changed and as such suitable modification will be made in treatment process. Also, new technological developments will be utilized in the CETP. The current equalization tank does not have mixing system which will now be provided. Now, air injectors will be provided in equalization tank which will reduce odour. The bar screens have corroded which will now be replaced with mechanical self-cleaning bar screens. The re-cirulation pumps will be provided in anoxic system to increase its efficiency. Moveable aeration system will be provided in aeration tank to avoid anaerobic conditions created in certain patches away from fixed diffusers. Also, tertiary treatment system will be provided by installing multi grade filter. Thus, the upgradation is being made to replace ageing equipment and also to provide advanced equipment for achieving better results. 2. As per the DPR submitted by the SPV, after upgradation the CETP will achieve parameter prescribed for CETPs vide MoEF notification dated 01.01.2016 except the parameter TDS and chlorides. These will be met after dilution with treated effluent of STP Basti Peer Daad (50 MLD) before its discharged into Kala Sanghian Drain as in the current setup. Keeping the above in view, it is recommended that Consent to establish (NOC) may be granted as recommended earlier with following special conditions that: - 1. PETS shall ensure that all the member units of the CETP shall operate the de-salting mechanisms to reduce salt content in effluent leading to CETP. 2. The possibility of segregation of high TDS stream of effluent and low TDS stream of effluent in the individual tanneries shall be explored by PETS, so as to improve upon the effluent treatability of CETP. 3. PETS shall explore the possibility of use of treated effluent in non-core processes of the member units. 4. PETS shall ensure that the member units shall properly operate their chrome recovery plants and pre-treatment plants to ensure that inlet parameters notified by the Board vide order’s dated 15.01.2020 are achieved at the CETP after equalization. 5. The member units shall be bound to modify/upgrade the pre-treatment process further, to comply with any stringent inlet parameters notified by MoEF/CPCB/PPCB in future, if any. 6. The CETP shall be bound to modify/upgrade the treatment process further, to comply with any stringent discharge standards notified by MoEF/CPCB/PPCB in future, if any.
