The industry has applied for fresh CTO under the Water Act, 1974 and Air Act, 1981 after NOC of the Board...............
Yet to obtain authorization/passbook for processing of hazardous waste of category 32.3....................
During visit certain violations were observation including that the the industry was in operation during visit and also found utilizing ETP sludge of pulp & paper mill without obtaining authorization/passbook as required under the HOWM Rules, 2016.....................
Personal hearing afforded and during hearing, the Manager of the industry attended the hearing and submitted that the industry was operated only on the trial run and is not being operated for commercial production............Amongst other decisions it was decided that Regional Office, Bathinda shall visit the industry, verify the submission of the representative of the industry and process the application applied by the industry under the Water Act, 1974 & Air Act, 1981, on merits....................
The visiting officer has now reported that during re-visit the industry was not in operation, however, the paper sludge was still present below the shed. The representative of the industry / manager has informed that only trial runs were carried out and the sludge once procured has not been completely utilized, however they have stopped the further utilization of sludge and manufacturing of card board from last 10 days. Flow meter installed for monitoring of water consumption. Plantation provided along 2 walls of the unit. .............................
In view of above, if approved, CTO under the Water Act, 1974 and Air Act, 1981 be issued to the industry for 6 months subject to the following specific conditions:
1. The CTO is only granted to facilitate the industry to obtain authorisation/passbook as required under the HOWM Rules, 2016..............
2. The industry shall not procure and process any waste as prescribed in Schedule-I appended to the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 till it gets the certificate of registration / passbook as recycler /re-processor from the Board..............
3. The industry shall apply afresh for obtaining CTOs under the Water Act, 1974 and Air Act, 1981 after obtaining authorization & registration/ passbook under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 at the earliest..............
4. The industry shall comply with the SOPs prescribed by the CPCB for utilization of primary ETP sludge of pulp & paper mill, in toto..........
