The industry is a small scale red category ‘dyeing unit’ and was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2021/15160432 dated 12.03.2021 valid upto 30.06.2024 for dyeing of Acrylic/ Polyster Yarn @ 1500 Kg /day along with discharge of trade effluent @ 300 KLD into sewer after treatment through ETP & domestic effluent @ 0.5 KLD into sewer.
Now, the industry has applied for Varied 'Consents to Operate' under the Water (Prevention & Control of Pollution) Act 1974 through OCMMS for Dyeing of Acrylic/Fancy Yarn @ 3644 Kg/day along with discharge of trade effluent @ 347.5 KLD & domestic effluent @ 0.5 KLD into conveyance system of 50 MLD CETP. Total share allotment to the industry is 348 KLD and and the industry has submitted certificate issued by Company Secretaries regarding DEMAT of shares.
The industry has deposited Rs. 18,000/- vide online receipt no. 517045632 dated 04.05.2024 under Water Act, 1974, which is adequate upto 30.06.2029 under said act. The industry has also deposited Rs. 2200/- vide online receipt no. 517045632 dated 04.05.2024 as NOC regularization fee for increased fixed assets of Rs. 12.17 lacs.
The industry was visited by undersigned on 07.06.2024 and it was observed as under:
1. The industry was in operation during visit for washing of fabric.
2. The industry has installed 16 cabinet machines (6x90 Kg, 5x120 Kg, 5x60 Kg) for dyeing purposes, all were in operation at time of visit.
3. The industry has installed EMF at ground water extraction point and has started maintaining data (attached as Annexure-A).
4. The industry has earmarked location of submersible pump on map (attached as Annexure-B).
5. The industry has submitted detail of machinery, authenticated data regarding liquor ratio, number of lots, water consumption per lot (attached as Annexure-C).
6. The industry has submitted certificate from Company Secretaries regarding share allotment. The industry has been allotted 348 shares (attached as Annexure-D).
7. The industry has submitted SCADA data and the industry is now discharging within its share allotment (attached as Annexure-A).
8. The industry has not maintained any sewer connection with sewer line of MCL.
9. The industry has submitted permission obtained by it from PDA regarding discharging 348 KLD effluent into its sewer line (attached as Annexure-E).
10. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade and domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP.
11. The industry has submitted DTP certificate issued vide no. 1507/DTP(L)/M2A dated 24.07.2001 and as per this certificate, the site of the industry falls in “Small Scale Industrial Zone” as per Draft Master Plan, Ludhiana (2000-21).
In view of the above, it is therefore recommended that Varied ‘Consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for period upto 30.06.2029 for Dyeing of Acrylic/Fancy Yarn @ 3644 Kg/day along with discharge of trade effluent @ 347.5 KLD & domestic effluent @ 0.5 KLD into conveyance system of 50 MLD CETP subject to the condition that:-
(i) The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.
(ii) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.
(iii) The industry shall maintain the record of flow meter installed at outlet leading to CETP.
(iv) The industry shall not generate/discharge trade & domestic effluent more than 348 KLD and shall discharge its trade & domestic effluent only into the conveyance system of CETP 50 MLD through single outlet.
(v) The industry shall not install any new dyeing/ water polluting machinery without permission of the Board.
(vi) The industry will use its winch machine for softening purpose only and if, the industry found using this winch machine for dyeing, the ‘Consent to Operate’ granted to it will be revoked.
