It is submitted that the industry is a small scale orange category rice sheller and earlier, it was granted consent to establish/NOC from the Board under the Water Act, 1974 and the Air Act, 1981 vide no. CTE/Fresh/BAR/2023/21586729 dated 29/05/2023 valid upto 28/05/2024 for manufacturing of Sorted Raw Rice with Dryer @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material under orange category with certain conditions mentioned therein.
Now, the industry has applied for obtaining fresh consents under the Water Act, 1974 and under the Air Act, 1981 for same production i.e. manufacturing of Sorted Raw Rice with Dryer @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material.
The rice sheller has deposited Rs. 36,400/- (Rs. 33,600/- consent fee + Rs. 2800/- penalty fee) vide no. 778253157 dated 19.05.2024 under the Water Act, 1974 and Rs. 36,400/- (Rs. 33,600/- consent fee + Rs. 2800/- penalty fee) vide no. 290137760 dated 19.05.2024 & Rs. 22,400/- vide UTR No. 465029734 dated 07.06.2024 under the Air Act, 1981. The industry has submitted the CA certificate for the value of fixed assets Rs. 89.15 Lacs as on 10.05.2024. Thus, the fee deposited by the industry is adequate upto 30.09.2033 (from 30.09.2023) under the Air Act, 1981.
The industry has submitted an undertaking regarding the APCDs installed by the industry. The industry has also submitted compliance report of previous consent conditions earlier granted to it for setting up a rice sheller unit.
The industry has submitted approved building plan duly approved by Competent Person approved by Director of Factories, Punjab.
To verify the compliance of consent conditions earlier granted to the rice sheller & the code of practice, the rice sheller was visited by undersigned on 29/05/2024 and it was observed as under : -
1. The industry was not in operation during visit, the representative informed that rice sheller is not in operation as its milling process already completed.
2. The industry has covered all the processing sheds.
3. The industry has installed one shelling section, one dryer with individual cyclone as APCD and one sortex machine.
4. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. The industry has provided jali of height 5 ft above this wall.
5. The industry has no source of trade effluent generation.
6. The industry has constructed septic tank for treatment of domestic effluent of the toilet section and disposal onto land for plantation.
7. The industry has planted sapling of trees along the boundary wall.
8. The soil compaction has been done at site and industry has just started the work for stabilizing the movement area of vehicles and representative informed that it will complete within three month.
In view of above, it is recommended that consent to operate granted under the Air Act, 1981 may be granted upto 30/09/2033 (upto adequacy of fee) for manufacturing of Sorted Raw Rice with Dryer @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material under orange category, with suitable conditions and special condition that the industry shall got analyzed its stack emission samples from Board’s lab within one month and shall provide paved road on movement area of vehicles within three months and shall submit the report of the same in this office.
