File Note: RO has reported that the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2019/10453261 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOA/Renewal/ASR/2019/10453475 dated 19/07/2019 for manufacturing of Zinc Sulphate @ 2500 MT/Year by using Zinc Ash @ 1500 MT/Year & Sulphuric Acid @ 1000 MT/Year as raw material (under red category), which are valid up to 30/06/2024 with suitable conditions mentioned therein. Thereafter, the industry applied NOC for expansion under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 for addition of Boiler of capacity @ 1000 Kgs/hr (1 TPH) and Drum Dryer for manufacturing of Zinc Sulphate Heptahydrate @ 1250 MT/Year & Zinc Sulphate Monohydrate @ 1250 MT/Year by using Zinc Ash @ 1500 MT/Year & Sulphuric Acid @ 1000 MT/Year as raw material and the same was granted vide no. CTE/Exp/ASR/2023/20762012 dated 10/01/2023 up to 09/01/2024. Now, the industry has applied for obtaining varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (under red category) with requisite documents for manufacturing of Zinc Sulphate Heptahydrate @ 1250 MT/Year & Zinc Sulphate Monohydrate @ 1250 MT/Year by using Zinc Ash @ 1500 MT/Year & Sulphuric Acid @ 1000 MT/Year as raw material. The industry has deposited Rs. 27,000/- vide UTR No. N144243052104263 dated 23/05/2024 as Consent fee under Air (Prevention & Control of Pollution) Act, 1981, Rs. 27,000/- vide UTR No. N144243052103963 dated 23/05/2024 as Consent fee under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 500/- vide UTR No. N144243052103039 dated 23/05/2024 as an application form fee. The industry has also deposited Rs. 10,000/- vide UTR No. N144243052095367 dated 23/05/2024 as Passbook Registration fee under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. The industry has submitted request that they have made the expansion proposed and has installed the additional machinery i.e. Boiler of capacity @ 1000 Kgs/hr (1 TPH) and Drum Dryer. The industry has also submitted the compliance reports of previous granted NOC/Consents, Partnership Deed, CA Certificate, Completion Certificate issued by M/s R.L. Sharma & Sons, Manufacturing Process, Site Plan and Layout Plan etc. The industry has submitted revised building plan prepared by competent person approved under Factory Act, 1948. The industry has also submitted report issued from DTP; Amritsar vide no. 1060 dated 09.06.2011 in which it has mentioned that the site of the industry fall under industrial land use as per Master Plan 2010-31 of Amritsar. The industry was visited by AEE on 06/06/2024 and observed the following: 1. The industry is engaged in a process of manufacturing of Zinc Sulphate. 2. The industry has installed alkaline wet scrubber as APCD to contain emissions arising from the chemical reaction between Zinc and Sulphuric Acid. 3. The industry has installed 2 no. reactors, 2 no. filter presses, 5 no. crystallizers and 2 no. centrifuges 4. During visit, it was observed that the industry has finished the expansion work and has installed Boiler of capacity @ 1 TPH and Drum Dryer as per design and drawing submitted by it. Cyclone has installed with the boiler as APCD and wood was placed near the boiler to be used as fuel. 5. The industry has installed one no. DG set of capacity 72 KVA, which is provided with canopy. It is further intimated that the industry is complying with the conditions of NOC granted earlier under Water Act, 1974 and Air Act, 1981. The process of the industry falls in red category in small scale sector and competency to decide the case lies with The Senior Environmental Engineer of the Board. RO has recommended that the consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 be granted up to 30/06/2029 as per the policy of the Board. In view of above, the consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 be granted up to 30/06/2029 with usual conditions along with special condition that the industry shall analyze its acid mist/process emission sample from the Board lab within 01 month from the issuance of the consent.
